About The Position

The Director of Project Management will oversee the planning, execution, and delivery of major project and program portfolios, ensuring alignment with organizational goals and strategies. This role involves monitoring portfolio performance, managing risks to achieve successful outcomes and continuously developing the organization's project, program and portfolio management capabilities to its evolving needs. The Director will lead and mentor a high-performing project management team, fostering a collaborative and innovative environment that promotes a culture of excellence. As a champion of organizational change, the Director will guide the organization through transformations, collaborating with senior leadership and building and maintaining strong relationships with key stakeholders at every level. Additionally, the Director will contribute to business strategic planning and budgeting activities, ensuring projects are accurately forecasted and planned, and consistently delivered on time, within budget and with quality. The Director will work closely with Executive Management to manage and prioritize the portfolio of projects throughout the enterprise and conduct related project management functions. Additionally, s/he will support the strategic planning activities of Executive and Senior Management to prioritize and focus resource efforts towards organizational goals to promote growth and profitability. S/he will also oversee, coach and mentor all Project Management Office (PMO) staff in their training and development to include Bank of Guam Project Management policy and methodologies. S/he is responsible for the enterprise-wide integration of consistent project management and business analysis methodologies and terminologies as well as the continuous improvement and maintenance of the Bank's project management policy and procedures. S/he is responsible for building and strengthening relationships between the PMO and the Bank's various business units, and being a resource providing expertise related to developing and sustaining project management and business analysis disciplines to promote high-quality project delivery. In addition to functional oversight, the Director of PMO may also be appointed as a Project Manager for individual projects. This role is integral to the success of the PMO and the broader organization, requiring a visionary and strategic-thinking leader who can uphold and expand a strong and collaborative project portfolio management framework that delivers on expected outcomes.

  • Proficiency using Microsoft Project and Office productivity suite software required
  • 5-10 years of work experience in banking, customer service, Information Technology (IT) or related industry (based on level of education)
  • Minimum of five (5) years of experience as a Project Manager or related work in the project management field
  • Certified Project Management Professional (PMP)-PMI Project Management Professional (PMP) Certification required

Nice To Haves

  • Experience in organizational change management highly preferred
  • Experience in Information Technology principles and concepts highly preferred
  • Experience in data analytics and/or business analysis preferred
  • PgMP - Program Management Professional
  • Portfolio Management Professional (PfPM)® highly preferred

Responsibilities

  • Oversees and supports the needs of the Enterprise PMO staff and related distributed teams and partners in the day-to-day operational and tactical aspects of managing projects and programs across the enterprise
  • Lead, mentor, and develop a high-performing team of project managers and support staff.
  • Create a positive and collaborative team environment, fostering professional growth and development of the organization’s project management acumen.
  • Oversees and supports PMO staff in the day-to-day operational and tactical aspects of individual projects
  • Optimize the allocation of project resources across the enterprise project portfolio, ensuring that adequate project resources are available where needed.
  • Work with department heads and leaders to proactively identify and solve for project resource and skills gaps.
  • Responsible for mentoring, coaching and direction setting for PMO staff to include managing and delivering of projects on time and within budget
  • Fulfills the duties of a Project Manager for assigned projects
  • Foster strong relationships with key stakeholders to ensure alignment and support for project and program initiatives.
  • Facilitate regular portfolio reviews to assess project and program performance and make necessary adjustments to ensure benefits realization and compliance to policies.
  • Serve as the primary point of contact for strategic project-related relationships and inquiries from senior leadership, auditors and other stakeholders.

  • Monitor the progress of projects within the portfolio, ensuring they are on track to meet deadlines, budget constraints, and quality standards.
  • Provide regular status updates and reports to senior leadership, highlighting key issues, risks, and mitigation strategies.
  • Leads the development and improvement of tools for managing work and tracking project status
  • Performs annual budgeting and expense tracking for the department
  • Assists with the development and reporting of enterprise strategic objectives and related strategic action plans
  • Reinforce project governance framework and procedures to ensure collaboration and alignment of project outcomes to strategic goals and key results.
  • Measure and monitor key performance indicators (KPIs) and metrics that measure the value delivered by the portfolio.
  • Continually develop project data systems and reporting capabilities to provide deeper insights and awareness to enterprise portfolio and project performance.
  • Support the assessment of financial viability and risks of projects and programs, offering decision support by guiding comprehensive cost-benefit analyses and risk assessments.
