About The Position

The New York City Department of Housing Preservation (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. HPD's mission includes maintaining building and resident safety and health, creating opportunities through housing affordability, and engaging New Yorkers to build and sustain neighborhood strength and diversity. The Office of Housing Access and Stability (HAS) ensures fair, efficient, and transparent access to affordable housing by providing subsidies, placement services, and tools. HAS is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. The Division of Tenant and Owner Resources (DTOR) within HAS administers rental subsidy programs like Section 8 (Housing Choice Voucher - HCV) and Project Based Voucher (PBV), providing funding to eligible low-income families for rental assistance. These programs serve over 40,000 households and 9,000 property owners, involving application screening, eligibility confirmation, applicant briefings, voucher issuance, and ongoing monitoring of tenant and owner compliance. DTOR also processes recertifications, reviews rent increases, and provides customer service through various channels.

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • Only those candidates currently serving in the Administrative Staff Analyst title, or comparable civil service title are eligible to apply.

Responsibilities

  • Provide strategic and operational leadership for the Project Based Intake unit, supervising the Deputy Director, Project Manager, Unit Coordinator, Team Leaders, and Case Management staff.
  • Oversee daily unit operations, subsidy administration, and contract administration.
  • Ensure accurate, timely, and consistent information is provided to tenants, property owners, elected officials, and partner agencies regarding HPD rent subsidy programs.
  • Direct staff in assessing customer needs, resolving complex or long-standing issues, and coordinating service delivery across DTOR units and HPD divisions.
  • Implement and maintain customer service best practices in alignment with the Office’s standards, with a focus on professionalism, accessibility, and transparency.
  • Develop in-depth knowledge of HPD programs, DTOR operations, and data systems to support informed decision-making and effective problem-solving.
  • Develops and apply strong expertise in federal regulations, HPD policies, and affordable housing programs to guide staff and inform decision-making.
  • Represent the unit or division at internal and external meetings; manage special projects; track and respond to inquiries; and collaborate with senior management on continuous process improvement.
  • Maintains program integrity and regulatory compliance while promoting efficiency and transparency.
  • Foster staff development, mentoring/ coaching and professional development of the team; this includes monitoring staff performance, conducting evaluations on a regular basis to provide feedback and support employee success.
