About The Position

Flock is seeking a Director, Product Management - Operations to provide focused leadership across Implementation, Delivery, Customer, and Supportability product lanes. This role will serve as a trusted product counterpart to senior Operations leadership, driving a cohesive end-to-end Operations product vision, strengthening cross-functional decision making, and increasing operational leverage through better workflow design, automation, and practical AI adoption. The Director will lead a team of Product Managers, guide portfolio-level tradeoffs, and partner closely with Engineering, AI/Data Science, and Applications teams to translate business priorities into measurable outcomes. Flock is a high-performance team united by urgency, ownership, and a shared commitment to meaningful impact, operating in a fast-paced environment with high expectations. The company has secured over $1B in funding and has an $8.3B valuation, and is scaling with intention, investing in its people to build innovative solutions.

Requirements

  • 8+ years of Product Management experience, including direct management of Product Managers.
  • Strong track record owning internal tools, operational systems, or technical platform products.
  • Demonstrated success redesigning workflows or automating processes to improve scale, efficiency, or quality.
  • Executive stakeholder management skills with the ability to influence and build trust with senior cross-functional partners.
  • Strong product judgment and decision-making ability in ambiguous, high-dependency environments.
  • Comfort engaging in architecture-level conversations, system/data flow reasoning, and technical tradeoff discussions.
  • Ability to grow high-performing PM teams while staying close to product details and execution.
  • Experience translating operational priorities into clear roadmap decisions in partnership with Engineering.
  • Ability to lead product partnership with AI/Data Science and Applications teams at a strategic level.
  • Practical fluency with modern AI and automation approaches, including judgment on when AI is the right solution versus simpler product or process changes.

  • Establish a clear operating cadence for updates, decisions, and cross-functional alignment within the first 30 days.
  • Complete a structured read-in across Implementation, Delivery, Customer, and Supportability product lanes within the first 30 days.
  • Assess the current permitting workflow end-to-end, including systems, handoffs, and major friction points within the first 30 days.
  • Define a high-level product engagement model with AI/Data Science and Applications teams so intake and prioritization are clear within the first 30 days.
  • Align key stakeholders on permitting pilot strategy, architecture direction, and execution milestones within the first 60 days.
  • Convert first-month workflow findings into a clear plan with scope, owners, dependencies, and success criteria within the first 60 days.
  • Implement a streamlined cross-functional operating rhythm that improves planning quality and communication consistency within the first 60 days.
  • Lead integrated planning across Implementation, Delivery, Customer, and Supportability with explicit priorities and tradeoffs within the first 60 days.
  • Ensure Engineering, Product, and Operations teams are aligned on near-term goals and decision ownership within the first 60 days.
  • Deliver a meaningful permitting automation milestone, including an end-to-end pilot in at least one jurisdiction by 90 days.
  • Establish a repeatable rollout path to expand permitting automation to additional jurisdictions by 90 days.
  • Operate as the primary product counterpart for Operations leadership with strong, predictable communication and decision support by 90 days.
  • Solidify the Product + AI/Data Science + Applications partnership model for sustained execution by 90 days.
  • Publish a forward roadmap of additional operational leverage opportunities across automation, AI, and workflow improvements by 90 days.
