About The Position

Pathways Asset Management, Inc. (PAMI) is a high-performing affordable housing management subsidiary of the Housing Authority of the City of Austin (HACA). PAMI provides safe, healthy, and affordable housing options for the Austin community. The PAMI Director of Compliance provides comprehensive oversight and drives operational innovation for the compliance division. This role ensures that PAMI-through its internal policies and dedicated staff-delivers excellent service to residents, achieves and maintains high-performing status, complies fully with local, state, and federal regulations, maximizes the effective use of technological innovations, and creates positive staff engagement.

Requirements

• Bachelor's degree from an accredited four-year college or university.
• At least two (2) years of direct experience with Low-Income Housing Tax Credit (LIHTC) and HUD housing program compliance.
• At least two (2) years of experience directly managing and supervising staff.
• Bondable.
• Valid Texas driver's license.
• Eligible for coverage under Housing Authority fleet auto insurance.
• Certified Occupancy Specialist (COS) Certification, Tax Credit Specialist (TCS) Certification, and Housing Credit Certified Professional (HCCP) Certification preferred, otherwise required within six months of employment.

Nice To Haves

• Master's degree from a four-year college or university along with one to three years of experience.
• Direct experience developing and implementing a low-income housing compliance program from the ground up.
• Experience working with HUD Secure Systems and deep knowledge of policies pertaining to the HUD RAD Project-Based Rental Assistance Program.
• Technical proficiency with Yardi Affordable Housing software.
• Five (5) years of experience in project management, change management, and/or supervising teams.

Responsibilities

• Provide management oversight for all PAMI compliance requirements.
• Demonstrate expertise across HUD, PBRA, RAD-PBRA, TDHCA, LIHTC, Investor/Lender, and Market housing requirements.
• Oversee all tenant certification and voucher processes, including direct review of all high-risk transactions.
• Make definitive recommendations and critical judgment calls when interpreting layered regulatory requirements and guidance.
• Communicate these interpretations clearly to PAMI leadership, agency Executive leadership, and frontline staff.
• Direct the daily work of the PAMI Compliance Team, modeling absolute professionalism and mentoring staff toward long-term professional growth.
• Prepare performance evaluations, monitor quality of work, and manage corrective actions or discipline as required.
• Oversee the PAMI Training Manager and training program to ensure complete onboarding and development.
• Source leading-edge technology and process improvements to reduce workloads, increase accuracy, and project-manage compliance-specific innovations.
• Maintain a strong understanding of property funding levels, operations cost sources, and replacement reserves.
• Direct processes to ensure accurate, timely subsidy payments, rent increases, utility allowance determinations, and Gross Rent implementations.
• Ensure absolute compliance with Federal, State, and local Fair Housing regulations, Section 504, and Equal Access laws.
• Oversee the resident reasonable accommodation process and implement regular staff training to ensure fair and dignified service delivery.
• Cultivate highly collaborative partnerships across Finance, HR, TMI, Admissions, Austin Pathways, Quality Control, and Assisted Housing to address cross-departmental concerns and optimize key performance indicators.
• Maintain regular communication and collaborative relationships with HUD Account Executives, TDHCA Monitors, and Lender/Investor representatives.
• Coordinate all formal responses to HUD or City of Austin Fair Housing investigations.
• Develop specialized management tools to monitor key compliance indicators and assist Community Directors with the oversight of their property portfolios.
• Supply regular compliance reports to leadership.
