About The Position

The Director of Operations is responsible for leading the organization’s internal operations and human resources functions, including employee relations, payroll administration, compliance, facilities, safety, technology, project management, procurement, contracts, and operational strategy. This role serves as a strategic partner to the CEO and ensures organizational effectiveness, operational efficiency, and compliance across all departments. This role provides leadership in the areas of HR management, workforce support, operational infrastructure, safety compliance, contract management, and organizational project execution while collaborating closely with other leadership staff on budgeting, operational planning, employee relations guidance, and organizational initiatives.

Requirements

  • Master’s degree in HR, Business Administration, Management, or related field highly preferred; or a combination of education and relevant experience.
  • Minimum of 5 years’ non-profit HR experience required.
  • Minimum of 5 years’ leadership experience preferred.
  • Experience supporting and managing HR functions for organizations with 50 or more employees preferred.
  • Strong knowledge of employment laws, HR compliance requirements, OSHA standards, payroll processes, HRIS systems, employee relations, and organizational HR best practices.
  • Experience overseeing employee benefits administration, insurance renewals, vendor coordination, and organizational insurance procurement processes preferred.
  • Must be proficient in Microsoft Office Suite.
  • Strong organizational, communication, and problem-solving skills required.
  • Experience managing contracts, vendors, operational systems, and organizational projects preferred.
  • HR Certification preferred.

Responsibilities

  • Support agency-wide strategic planning and implementation of operational priorities.
  • Ensure strong cross-department communication, accountability, and operational alignment with WCET’s mission.
  • Support organizational growth, operational efficiency, and strategic initiatives.
  • Lead all organizational HR functions, including employee relations, investigations, conflict resolution, and performance management.
  • Oversee payroll administration and HRIS/Paycom management.
  • Manage workers’ compensation claims, unemployment claims, and related compliance processes.
  • Ensure compliance with employment laws, OSHA requirements, organizational policies, and HR best practices.
  • Lead policy development, handbook updates, and workforce planning initiatives.
  • Support leadership coaching, employee development, and organizational culture initiatives.
  • Oversee recruiting, onboarding, and employment processes in partnership with the Administrative Coordinator.
  • Oversee benefits administration, annual enrollment coordination, and HR compliance tracking.
  • Provide guidance and support to leadership regarding employee relations, performance concerns, disciplinary actions, and conflict resolution.
  • Provide leadership and oversight of organizational administrative operations.
  • Supervise: Administrative Coordinator, Operations Coordinator
  • Ensure efficient office operations, workflow coordination, and administrative support across departments.
  • Develop and improve organizational systems, operational processes, and internal efficiencies.
  • Oversee facility operations, maintenance, vendor relationships, and operational infrastructure.
  • Manage technology systems and IT vendor relationships.
  • Ensure organizational safety practices and operational compliance.
  • Oversee OSHA compliance, proactive safety initiatives, and risk management efforts.
  • Coordinate operational responses to facility or safety concerns.
  • Manage property leases, renewals, landlord relationships, and operational property matters.
  • Coordinate operational planning related to facilities, expansions, and site evaluations.
  • Lead organizational projects and operational initiatives, including renovations, infrastructure improvements, and agency operational projects.
  • Develop project timelines, implementation plans, and operational coordination strategies.
  • Work closely with the CEO on all major projects and lease-related decisions.
  • Oversee purchasing processes and vendor relationships.
  • Review, negotiate, and manage operational contracts, service agreements, and major purchases.
  • Ensure contract compliance, renewals, and vendor accountability.
  • Ensure cost-effective operational practices and purchasing procedures.
  • Maintain oversight of organizational vendor and service relationships.
  • Partner closely with the Director of Finance on: Operational budgeting, Financial planning related to operational initiatives, Project and facility budgeting, Operational expense management.
  • Collaborate with the Director of Retail regarding: Staffing guidance and employee relations support, Operational support and facilities coordination, Organizational alignment and safety support.
  • Support cross-functional leadership collaboration across all departments.
  • Oversee staff timekeeping, scheduling coordination, payroll submission processes, and time-off approvals.
  • In conjunction with the CEO, follow organizational processes related to hiring, disciplinary action, and termination decisions.
  • Provide regular and ongoing encouraging and constructive feedback necessary for staff development and growth.
  • Provide on-call coverage in accordance with on-call guidelines when scheduled.
  • Conduct timely performance reviews.
