About The Position

The Jewish Board’s Children’s Community Residences are transforming to enhanced Children’s Community Residences that will provide vision-driven, compassionate, high quality, evidence-based services and skills development to youth and families in the communities we serve. The Jewish Board operates 4 Children’s Community Residences, 1 in Staten Island and 3 in the Bronx. Program staff will use a culturally competent, person-centered approach to help youth and their families develop skills and resources to improve overall functioning, to instill hope, and to strengthen resiliency. They provide treatment, services and support that prevent hospitalization, reduce the length of time in out-of-home treatment, or re-hospitalization, and connect them to needed community-based services. Our programs work closely with community partners to address the holistic needs of youth and families, while also celebrating the strengths and resilience of families and communities. POSITION OVERVIEW: The Director of Operations oversees day-to-day operations across the residences, including staffing coordination, workflow management, program systems, site-based practices, and operational readiness. The position uses data to monitor performance, identify operational needs, strengthen service delivery, and support continuous quality improvement. The Director of Operations also partners with internal departments and external stakeholders to address programmatic, fiscal, facilities, compliance, and risk management needs, while helping to maintain a trauma-informed, culturally responsive, and youth- and family-centered environment. The Director of Operations shares responsibility for after-hours response and helps ensure that program operations support safety, continuity of care, and the overall effectiveness of the residential continuum.

Requirements

  • Master's degree in social work or a closely related field that meets requirements for professional licensure (e.g., LMSW, LMFT, LCSW, or LCAT).
  • Minimum of 3 years of experience in children’s residential services; experience in children’s mental health is strongly preferred.
  • Minimum of 2 years of supervisory or management experience in a residential or behavioral health setting.
  • Strong oral and written communication skills are required.
  • Proficiency with standard computer applications and documentation systems is required.
  • Working knowledge of electronic health records; experience with Avatar preferred.
  • Proficiency in Microsoft Office applications, including Outlook and Word.
  • Ability to learn and use new systems and software applications.
  • The candidate should be able to read paper and electronic documents and perform data entry into various computer programs.
  • Manual dexterity and hand-eye coordination to travel independently using public transportation and/or vehicle.

Nice To Haves

  • Bilingual Spanish/English preferred.
  • Experience working with youth and families in residential, behavioral health, or child-serving settings preferred.
  • Experience working collaboratively across multidisciplinary teams preferred.
  • Experience with telehealth platforms preferred.

Responsibilities

  • Oversee day-to-day operations across the residences, including team meetings, staffing coordination, and supervision of the Residences Managers and Program Manager.
  • Use data to identify operational needs, guide planning, and strengthen service delivery and quality improvement.
  • Ensure operational readiness and a safe, responsive environment that meets residents’ daily care, health, and service needs.
  • Oversee onboarding, training, and development of direct care staff to support consistent practice and regulatory compliance.
  • Envision, develop and implement new programs, projects, expansions and initiatives
  • Maintain effective partnerships with community agencies, emergency responders, and neighborhood stakeholders to support operations and resident safety.
  • Represent the program in OMH and external meetings and maintain collaborative relationships with mental health and child welfare partners.
  • Help ensure that program systems, protocols, and site-based practices support client safety, continuity of care, and compliance.
  • Provide operational oversight to the Residences Managers and key administrative staff to ensure accountability and compliant completion of responsibilities.
  • Support program operations within budgetary parameters and help align resources with operational and service needs.
  • Support implementation of ITM and other program initiatives that strengthen operations and service delivery.
  • Directly supervise the Residences Managers and Program Manager across all four Community Residences to promote consistency, accountability, and effective site operations.
  • Provide after-hours phone support for program issues requiring escalation beyond the Residences Managers and communicate with senior leadership as needed.
  • Participate in the admission and discharge process to ensure fiscal viability of the CRs, including ensuring billable services, billable days for clients, and engaging in community outreach for referrals.
  • Works collaboratively with the PD to ensure program coverage, billing compliance and safety for youth and staff.
  • Perform other duties as assigned to support program operations, compliance, and organizational needs.
