About The Position

Global Citizens Public Charter School is seeking a passionate Director of Operations & Compliance, who will be responsible for managing the operational and financial systems, procedures, and administrative infrastructure of the school. The Director of Operations & Compliance will work directly with the school leadership team and serves as the primary point of contact for all school-based operations, facility, finance, human resources management, including budgeting, purchasing, facility improvements, vendor management, technology, student recruitment, student data systems, regulatory compliance, as well as other operational systems, procedures, and processes that ensure the school is run in an orderly and effective manner. This position reports directly to the Head of School. Global Citizens is the first dual language immersion elementary school in Washington, DC, to offer language immersion in both Mandarin Chinese and Spanish pathways - exposing students to the top three languages spoken in the world. Paired with a focus on social justice and whole child wellness, Global Citizens equips children to become empathetic, globally competent, and socially-minded leaders who are prepared for a future we cannot yet imagine. Global Citizens opened in Ward 7 to provide children and their families living east of the Anacostia River with equitable access to dual language immersion programs. Requirements

  • A Bachelor’s Degree required
  • At least 3-5 years of serving in a similar capacity (finance, operations, and procurement management related experience) at another charter school in the District (preferred)
  • Proficiency with Microsoft Word, Publisher, Excel, Google, and other related web-based tools as required
  • Familiarity with Student Information Systems (such as PowerSchool, etc.)
  • Highly-motivated self-starter
  • Strong interpersonal and communication skills and the ability to work effectively with a diverse group of people
  • Strong organizational skills and the ability to handle multiple projects and responsibilities simultaneously
  • Ability to foster a cooperative work environment
  • Ability to support employees including organizing, prioritizing, and scheduling work assignments
  • Ability to work with computers, various software programs, and other technology
  • Knowledge of management and operations systems and strategies to run an effective organization

Nice To Haves

  • Master’s Degree preferred
  • Knowledge of public education and charter schools and/or start-up nonprofit organizations is highly desirable but not required

Responsibilities

  • In partnership with the Head of School and the Principal, develop/implement the school-wide operations vision that supports the academic and cultural vision of the school
  • As a member of the Senior Leadership Team, play a key role in the school’s strategic planning and budgeting process annually
  • Hire, manage, coach, evaluate, and develop school operations team members, including front office staff, Extended Learning Coordinator, and Food Handler, and holds them accountable to goals and outcomes
  • Develops and manages contracts with outside vendors
  • Assist school leadership with the maintenance of accurate school schedules, student records, and transcripts in accordance with school, local, state, and federal requirements
  • Serve as the primary point of contact for the Operations Team, responding to requests and collaborating with teammates to build scalable, school-wide systems, policies, and procedures
  • Oversee financial transactions, purchasing, budgets, and records with the support of GC PCS’s Board Finance committee
  • Manage procurement and adhere to all financial policies and procedures
  • Manage fee-based programs and fee collection processes
  • Submit deposits weekly (when necessary)
  • Manage annual inventory of all Furniture, Fixtures & Equipment
  • Receive and inventory all deliveries
  • Manage payroll activities
  • Ensure adherence to the school’s fiscal policy and procedures including the annual financial audit
  • Prepare and submit National School Lunch reports/data
  • Oversee invoicing for lunch, the after school program, and other fee-for-service offerings
  • Manage vendor relations
  • Manage financial data
  • Oversee and manage the school’s food services, including the contract, employees, and compliance
  • Oversee and manage bus services, including contract, employees, and compliance
  • Establish systems and structures for before care and after school school programming (extended learning)
  • Manage technology services, including contracts, employees, and compliance
  • Manage student information system (i.e., SchoolForce, PowerSchool, etc.)
  • Implement systems to support the work of teachers and administrative staff
  • Manage school purchasing process by placing orders with vendors; tracking delivery and maintaining inventory
  • Assist with preparing the school for each new school year by ordering furniture, equipment, and classroom supplies as well as ensuring that school services are lined up and ready for action every year
  • Provide oversight of the planning and execution of school special events, such as family orientation, field trips, report card night, and holiday and end of year celebrations
  • Ensure compliance with all state, federal, and policies related to public school operations (PCSB, OSSE, SPED) and employment
  • Manage the facilities, ensuring campus maintenance and adherence to all regulatory requirements (e.g., Fire Inspections, Department of Health Inspections)
  • Enable compliance with DC and federal rules & regulations by posting notices and facility evacuation drills, etc.
  • Conduct weekly facilities audits
  • Submit online work orders with IT and maintenance vendors
  • Develop and maintain building systems (e.g., phones, HVAC)
  • Evaluate vendor relationships and implement new protocols, as necessary
  • Manage physical spaces, ensuring cleanliness, safety and a general welcoming appearance
  • Manage upkeep of facility systems including but not limited to HVAC, plumbing, and electrical
  • Manage janitorial contract and team
  • Manage groundskeeping and exterminator contracts and employees
  • Assist Head of School in managing the hiring process and work with back-office provider to manage benefits administration for all employees
  • Support Head of School in maximizing retention of high-performing employees
  • Ensure all human resource tools, practices and policies are updated and consistent with legal requirements
  • Manage student data and financial data for all reporting entities and requirements, including but not limited to: OSSE, DC PCSB, the Office of Federal Grants; E-Rate; Special Education; the National School Lunch Program; and any grant partners as applicable
  • Manage information technology systems to ensure complete and up-to-date data sharing through the internal database and the third party provided systems (i.e. PowerSchool)
  • Ensure proper handling and securing of student records; Family Educational Records and Privacy Act (FERPA)
  • Actively participate in student recruitment and enrollment processes
  • Ensure adherence to enrollment and registration policies and procedures
  • Adhere to practices and procedures to support the operation of our Extended Learning Program
  • Ensure adherence to processes to support Homeless Children and Youth
  • Ensure compliance with all requirements of OSSE, GC PCS Board of Directors, and DC PCSB
  • Manage federal programs, including the application, management, and reporting on the use of public funds
  • Manage all procurement and contracts over $25,000 in value
