About The Position

The Director of Maintenance & Technician Services (MATS) provides strategic and operational management for all specialized maintenance, equipment operations, fleet management, and technical district services delivered under the District Works, Union Square Alliance (USqA) contract. This position leads Equipment Operators, Maintenance Technicians, Pressure Washing Teams, Street Sweepers, and other specialized personnel responsible for maintaining Union Square's streets, sidewalks, infrastructure, and public assets. The Director oversees fleet operations, preventative maintenance programs, specialized equipment, technical projects, and regulatory compliance while ensuring services are delivered safely, efficiently, and to the highest standards of quality. Working collaboratively with Union Square Alliance leadership, City departments, contractors, vendors, and District Works leadership, this position serves as the organization's technical authority for maintenance operations, driving operational excellence, equipment reliability, innovation, and continuous improvement across all specialized field services.

Requirements

  • Bachelor's degree in Facilities Management, Construction Management, Engineering Technology, Public Works Administration, Operations Management, Business Administration, or a related field preferred. Equivalent professional experience may be substituted.
  • Minimum three (3) years of progressive leadership experience managing specialized maintenance, technician services, industrial cleaning, fleet operations, public works, or comparable technical field operations.
  • Minimum three (3) years managing supervisors, technical personnel, or multiple operational teams.
  • Demonstrated experience managing specialized equipment, fleet assets, preventative maintenance programs, operational budgets, and technical performance.
  • Extensive knowledge of industrial maintenance equipment, pressure washing systems, street sweepers, mechanical equipment, fleet operations, and technical maintenance practices.
  • Working knowledge of OSHA, Cal/OSHA, DOT regulations, equipment safety standards, and technical operating procedures.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Proficiency with Professional Software like HRIS, Paylocity, Google Workspace, fleet management software, workforce management systems, asset management platforms, and operational reporting tools.
  • Valid California Driver's License with a clean, insurable driving record required.
  • Class B CDL preferred.
  • Candidates operating company vehicles must meet District Works' commercial fleet insurance eligibility requirements, including being at least 25 years of age.

Nice To Haves

  • OSHA 30 certification or equivalent advanced safety certification.
  • Experience leading maintenance operations within Business Improvement Districts (BIDs), Community Benefit Districts (CBDs), municipalities, transportation agencies, airports, or public infrastructure environments.
  • Experience managing fleet operations and preventative maintenance programs.
  • Knowledge of environmental compliance, stormwater management, and sustainable maintenance practices.
  • Experience leading industrial maintenance, facilities maintenance, transportation maintenance, or municipal public works operations.
  • Bilingual or multilingual communication skills are highly desirable.

Responsibilities

  • Lead all maintenance and technician services throughout the Union Square Alliance service area.
  • Develop operational plans, deployment strategies, and preventative maintenance schedules.
  • Ensure contractual service standards, operational objectives, and key performance indicators (KPIs) are consistently achieved.
  • Coordinate technical operations for special events, emergency response, infrastructure failures, and other operational priorities.
  • Collaborate with the Senior Program Director on strategic planning, budgeting, staffing, and continuous operational improvement.
  • Oversee the operation, inspection, maintenance, repair, and replacement planning of street sweepers, pressure washing systems, utility vehicles, trailers, and specialized maintenance equipment.
  • Maintain preventative maintenance schedules, fleet records, equipment inventories, warranties, inspections, and regulatory documentation.
  • Monitor fleet utilization, equipment reliability, maintenance costs, fuel usage, and asset performance.
  • Evaluate and implement new equipment, technology, and operating practices that improve safety, efficiency, and service delivery.
  • Provide management and oversight for specialized maintenance operations, including: Mechanical street sweeping, Industrial pressure washing, Graffiti removal and surface restoration, Sidewalk and hardscape maintenance, Public infrastructure maintenance, Specialized cleaning services, Equipment operations, Emergency maintenance response.
  • Ensure all work is completed safely, efficiently, and in accordance with District Works quality standards and manufacturer specifications.
  • Lead District Works' equipment safety and technical compliance program.
  • Ensure compliance with OSHA, Cal/OSHA, Department of Transportation (DOT), environmental regulations, manufacturer operating standards, and District Works policies.
  • Conduct safety inspections, incident investigations, equipment certifications, and corrective action planning.
  • Promote a culture where safe equipment operation, risk management, and regulatory compliance are fundamental operational priorities.
  • Supervise, mentor, coach, and develop Coordinators, Equipment Operators, Maintenance Technicians, and other technical personnel.
  • Ensure employees maintain required licenses, certifications, and technical competencies.
  • Develop and implement technical operating procedures, maintenance standards, and best practices.
  • Support workforce development through coaching, cross-training, succession planning, and continuous technical education.
  • Utilize fleet management systems, GPS technology, work order software, scheduling platforms, asset management systems, and operational reporting tools.
  • Analyze operational data to improve equipment utilization, preventative maintenance schedules, deployment strategies, and service delivery.
  • Prepare maintenance reports, operational summaries, equipment performance metrics, and executive dashboards.
  • Support the implementation of emerging technologies that enhance operational efficiency and equipment reliability.
  • Assist in developing and managing the MATS operating budget.
  • Monitor labor utilization, fleet costs, equipment maintenance expenses, fuel consumption, inventory, and capital assets.
  • Ensure responsible stewardship of District Works equipment and operational resources.
  • Identify efficiencies that improve productivity while maintaining exceptional quality and safety.
  • Coordinate technical maintenance activities with Union Square Alliance representatives, City departments, contractors, utility providers, and other stakeholders.
  • Respond professionally to service requests, infrastructure issues, and operational emergencies.
  • Represent District Works with professionalism, technical expertise, integrity, and a commitment to operational excellence.
