About The Position

This position serves as the Fond du Lac County Land Information Officer (LIO) with associated statutory functions and duties. The role involves preparing and submitting reports, resolutions, policies, procedures, and standards pertaining to Land Information. The Director is responsible for preparing and submitting annual department budgets, supervising and assigning work to staff, and ensuring the accurate and timely flow of information in compliance with state and county regulations. This includes managing staff to maintain current listings of property ownership and descriptions, and providing public information regarding properties. The Director is also a statutory member of the County’s 980 Committee responsible for the placement of 980 sex offenders. In addition to Land Information duties, the role encompasses Geographic Information Systems (GIS), Code Enforcement, and Planning and Parks. For GIS, the Director is responsible for the development and administration of long-term activities, policies, and procedures relating to GIS/LIS/GPS projects, coordinating data integration across various agencies and entities, and developing GIS standards. For Code Enforcement, the Director develops and administers department programs, ordinances, policies, and procedures, prepares budgets and reports, and oversees investigations and citizen complaints. For Planning and Parks, the Director provides local assistance in areas like zoning, farmland preservation, and solid waste disposal, prepares budgets, manages grant programs, directs grant applications, drafts and reviews ordinances, administers the county park system, and oversees brownfield remediation efforts. General direction is received from the County Executive, with duties performed independently. The Director interacts significantly with municipal officials, state government representatives, private property owners, the general public, and others outside the department. The role requires interviewing, hiring, evaluating, promoting, disciplining, and terminating department staff.

Requirements

  • Master's Degree in a field of study relating to land information, and three (3) years increasingly responsible professional experience; OR Four (4) year college or university degree in a field of study relating to land information, and five (5) years increasingly responsible professional experience; or equivalent combination of education and experience which provides necessary knowledge, skills, and abilities.
  • Thorough knowledge of governmental structures and procedures at local, state, and federal levels.
  • Considerable knowledge of GIS, and cartographic concepts, methods, and procedures for input, processing, output, and development of applications.
  • Thorough knowledge of the theory and practice of land surveying and land description.
  • Knowledge of laws and regulations pertaining to survey and real estate.
  • Knowledge of plan implementation activities, ordinances, and administrative practices.
  • Knowledge of State Statutes regarding placement of 980 sex offenders.
  • Ability to develop and manage departmental and project budgets and timelines.
  • Ability to perform difficult/complex technical research and prepare comprehensive recommendations, reports, and presentations.
  • Ability to plan and supervise work of department and project-dedicated staff.
  • Ability to communicate and deal effectively with fellow employees, public officials, private sector representatives, and the general public.
  • Ability to meet deadlines, deal with multiple priorities, and handle difficult interpersonal relations.
  • Ability to critically evaluate, recommend, and implement hardware and software systems and other new technologies.

Responsibilities

  • Prepare and submit reports, resolutions, policies, procedures, and standards pertaining to Land Information.
  • Prepare and submit annual department budgets to the County Executive.
  • Supervise and assign work to staff.
  • Ensure the accurate preparation and timely flow of information in compliance with state and county regulations.
  • Manage staff to maintain current listings of ownership and descriptions of all real property in the County along with tax roll maps showing location of all parcels.
  • Provide the general public with information regarding location, ownership, and description of properties.
  • Serve as a statutory member of the County’s 980 Committee responsible for placement of 980 sex offenders.
  • Oversee the development and administration of long-term activities, policies, and procedures relating to Fond du Lac County GIS/LIS/GPS projects.
  • Coordinate interfacing of computerized maps and land record data of various Fond du Lac County departments, municipalities, townships, state and federal agencies, and commercial entities with the overall county-wide GIS.
  • Develop GIS standards to facilitate compatible integration of data.
  • Cooperate and share data with local, state, and federal agencies, private companies, and individuals, per Fond du Lac policies.
  • Plan, assign, supervise, and coordinate work of support and professional personnel assigned to the Department.
  • Develop and administer department programs, ordinances, policies, and procedures for Code Enforcement.
  • Prepare and submit reports, resolutions, study/survey summaries, correspondence, press releases, and other materials regarding department functions.
  • Work with officers and representatives of county, municipal, state, and federal governments, and the public on departmental matters.
  • Investigate and respond to citizen complaints.
  • Oversee maintenance of County landfill to meet DNR compliances.
  • Evaluate existing hardware/software systems and technology and recommend purchases.
  • Provide local assistance in areas such as town zoning and comprehensive planning, farmland preservation, solid waste disposal, zoning, and development of a variety of policies and procedures.
  • Be responsible for project development, negotiation, management, and reporting of grant programs and non-lapsing funds.
  • Direct the preparation of state and federal grant applications as needed.
  • Provide county-level planning services.
  • Draft and review County Subdivision and Parks ordinances.
  • Oversee the administration and enforcement of the county subdivision ordinance.
  • Administer the operation of the county park system.
  • Develop and maintain budget, plans, and create specifications for specific park projects, order equipment and materials, and oversee performance of work.
  • Administer county brownfield remediation and redevelopment efforts.
  • Determine the need for contracts and oversee major construction activities related to parks and recreation trails.
  • Interview, hire, evaluate, promote, discipline, and terminate department staff as required.
