About The Position

The Director of Land Development is responsible for developing property and providing finished lots for home construction. This role assists the Division Vice President of Land with the engineering and operations of community land development. Key responsibilities include managing the development of new and ongoing residential communities, working with civil engineers and planners for entitlements and permits, completing detailed cost estimates, soliciting and evaluating bids, overseeing development work, and providing oversight for quality, schedule, and budget adherence. The role also involves input and oversight for Homeowner and Condo Associations, including drafting declarations, by-laws, and budgets, and working with community management companies. Additionally, the Director assists in land acquisition, evaluates development and building costs, manages entitlement and bond requirements, supports home building and sales teams, and provides support on all land-related issues.

  • Understanding of state, county, and city regulations
  • 4-6 years experience in residential homebuilding or land development environment preferred
  • Bachelor’s Degree in business, engineering or construction management - or equivalent experience in home building and/or land development
  • A demonstrated ability to lead people and get results through others
  • An ability to think ahead and plan over a 1-2-year time span as well as a long range 5-year time frame
  • The ability to organize and manage multiple priorities
  • Problem analysis/resolution skills at the strategic and functional level
  • Evaluation of the staff group structure and team plan for continual improvement of efficiency and effectiveness of the group as well as providing individuals with professional and personal growth
  • Must have high level of interpersonal skills to handle sensitive and confidential situations.
  • Position continually requires demonstrated poise, tact and diplomacy
  • Must have knowledge of a variety of computer software applications in word processing and spreadsheets (MSWord, Excel)
  • Strong land negotiation and contract skills
  • Knowledge of market trends, pricing, growth and supply
  • Knowledge of local, county, state and federal regulations
  • Broad functional experience in areas of blueprints and specifications, general knowledge of homebuilding financials and systems
  • Bachelor’s Degree in related field and minimum 7 years experience within the homebuilding industry with concentration in Land & Entitlement OR equivalent combination of education and/or work experience
  • Exposure to residential homebuilding or land development environment is required

Responsibilities

  • Manage the development of new and ongoing residential communities
  • Work with civil engineers and planners to entitle and permit the work
  • Complete detailed cost estimates for land acquisition and development projects including value engineering, and conceptual budgeting
  • Solicit and evaluate bids, establish budgets and schedules, oversee development work
  • Provide oversight to ensure quality, schedule and budget meet required standards
  • Provide ongoing soil, erosion and sediments control oversight and documentation
  • Input and oversight with Counsel on drafting HOA Declarations, By-Laws, Budgets, and Public Offering Statements
  • Work with community management companies/managers
  • Attend HOA meetings as necessary
  • Review and Approve HOA budgets
  • Review and rule on Architectural Review submissions as necessary
  • Oversee Community Manager efforts to ensure communities are run well
  • Assist in the acquisition of land for new communities and/or finished lots for building homes
  • Assist in evaluating development and building costs for the potential acquisition
  • Manage the ongoing entitlement and bond requirements for owned properties for existing communities
  • Renew/update permits as necessary
  • Manage the bond release process (completing work, coordinating inspections, release bonds)
  • Provide support to home building and new home sales teams
  • Provide HOA documents and budget information as needed
  • Evaluate and establish matrices providing lot fit and lot characteristics
  • Provide support on all land-related questions and issues as needed
  • Other duties as assigned
