About The Position

The Director of IT Systems serves as an organizational leader responsible for the overall technology strategy, network architecture, and operational excellence of the company’s internet services. This role ensures the ISP delivers reliable, high-speed connectivity and innovative solutions that meet customer needs and align with the company’s business objectives. The Director will lead technology planning, infrastructure development, cybersecurity, and innovation initiatives while managing high-performing IT teams. RTC Communications, headquartered in Montgomery, Indiana, is a Certified Gigabit and Smart Rural Community Provider paving the communication way in Southern Indiana. Since 1949, RTC's focus has been on serving the internet, entertainment, voice, and business service needs of the customers in areas of Southwest Indiana. Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Electrical Engineering, or a related field (Master’s preferred).
  • Minimum 7 years of progressive experience in internet technology, with at least 3 years in a senior leadership role in an ISP or telecommunications environment.
  • Proven experience in fiber optic networks, IP networking, routing/switching, wireless technologies, and broadband service delivery.
  • Expertise in network design (core, aggregation, and access layers), network security, and traffic engineering.
  • Strong understanding of IPv4/IPv6, BGP, OSPF, MPLS, and related protocols.
  • Experience with network management systems, monitoring tools, and service provisioning platforms, particularly Calix equipment.
  • Strategic thinker with strong business acumen and the ability to align technology initiatives with corporate goals.
  • Excellent communication, negotiation, and presentation skills for both technical and non-technical stakeholders.
  • Track record of successful budget management and vendor negotiations.
  • Thorough understanding of various L2/L3 protocols and technologies: TCP/IP (v4 & v6) and related protocols, MPLS-based services, QOS, BFD, LACP, VRRP, STP, etc.
  • Strong understanding of Internet Protocols and interior/exterior routing protocols (e.g. ISIS, BGP, OSPF, EIGRP, MPLS, Multicast, IPv6 ).
  • Knowledge of Network Design, DNS, DHCP, IP Management and ability to do Network Troubleshooting – MPLS, OSPF, OTN, ERPS, SIP, BGP, Layer 2, and hardware IP routing
  • Proficiency with VLAN, VRF, HSRP, Port Security, Traffic Shaping, Priority Queuing, Class of Service (CoS) and possess industry certifications (Calix, Cisco, Ciena, Metaswitch).
  • An understanding of different cabling types: Multimode fiber, single-mode fiber, LC versus SC.
  • Proven track record working with leading unified collaboration systems like Cisco, Microsoft, Netsapiens, MetaSwitch.
  • Knowledge of VOIP protocols such as SIP, RTP/SRTP including TLS Very good knowledge of protocol and packet analysis.
  • Excellent written and verbal skills with good project management skills along with excellent documentation skills.

Responsibilities

  • Develop and execute the company’s technology vision and roadmap in alignment with corporate goals.
  • Oversee network expansion, upgrades, and emerging technology integration.
  • Provide executive guidance on industry trends, competitive landscape, and regulatory changes affecting broadband and telecommunications.
  • Lead the design, implementation, and maintenance of the ISP’s network infrastructure to ensure maximum uptime, scalability, and performance.
  • Ensure compliance with FCC, state, and other regulatory requirements.
  • Drive initiatives to improve bandwidth capacity, latency, and service reliability.
  • Oversee cybersecurity strategy to protect network, customer data, and company systems.
  • Ensure compliance with data privacy laws and industry best practices.
  • Manage vendor relationships, contract negotiations, and technology procurement.
  • Develop and maintain technology budgets, capital expenditure forecasts, and ROI evaluations.
  • Implement monitoring tools, disaster recovery plans, and preventive maintenance schedules.
  • Lead and mentor technology teams, including network engineering, systems administration, and IT support.
  • Foster a culture of innovation, accountability, and continuous improvement.
  • Develop top technical talent to support company growth.
