About The Position

The Tla’amin Nation is a modern, forward thinking, self-governing nation located on the beautiful upper Sunshine Coast (qathet Region). Position Summary Job Type: Full-time, permanent Hours of Work: Monday – Friday, 8:30am-4:30pm Reporting to: Chief Administrative Officer (CAO) Department: Human Resources Reporting to the Chief Administrative Officer (CAO), the Director of Human Resources provides strategic leadership and operational oversight for all human resources functions across the Nation’s administration. The Director of Human Resources is responsible for developing and implementing people strategies that support a diverse workforce of approximately 300 employees across multiple service areas, including a unionized employee group of approximately 70 staff. This role ensures that human resources practices are effective, compliant, culturally respectful and aligned with the Nation’s governance structure, operational priorities and values.

Requirements

  • A diploma or degree in Human Resources Management or related field.
  • A Chartered Professional in Human Resources (CPHR) designation.
  • 7-10 years of progressive human resources experience including several years in a senior leadership or management role.
  • An equivalent combination of education and experience will be considered.
  • Experience developing, implementing and managing a broad range of HR functions and programs.
  • Experience leading workplace investigations, disciplinary processes and complex employee relations matters.
  • Experience overseeing Occupational Health & Safety programs including prevention, compliance and joint safety committees.
  • Demonstrated experience supporting unionized work environments including interpretation and application of collective agreements, grievance management and participation in collective bargaining.
  • Strong knowledge of employment related legislation, including experience working with the Canada Labour Code and other federal legislation.
  • Ability to develop and implement policies and procedures.
  • Exceptional interpersonal and coaching skills, with the ability to work with staff at all levels and backgrounds and build trusting relationships. Ability to negotiate and influence at all levels.
  • Ability to deal with conflict or difficult situations and work with parties to find appropriate solutions.
  • Strong communication skills, both written and verbal.
  • Ability to build, lead and mentor a team.
  • Intermediate computer skills in MS Office. Experience working with leave management and HRIS systems and other HR-based technology.
  • Acceptable Police Information Check.
  • Valid B.C. Class 5 Driver’s License and acceptable Driving Record.
  • Genuine respect for Tla’amin Nation’s history and culture.

Responsibilities

  • Performs all duties and responsibilities in accordance with Tla’amin laws, regulations, policies, practices, and procedures as directed by the CAO.
  • Maintains confidentiality as required pertaining to Citizens, employees, and general matters of the Nation.
  • Develops an HR plan and annual operating plan in collaboration with the CAO and Senior Management Team that supports and connects to our overall strategic plan and Comprehensive Nation Plan (CNP).
  • Provides trusted advice to the CAO and senior management team on HR related matters.
  • Leads the evolution of HR systems, programs and policies to support a growing and diverse workforce.
  • Oversees the labour relations strategy, working in close collaboration with the CAO, for employees represented under the collective agreement.
  • Works with the CAO and managers to ensure a productive and positive working relationship with the union
  • Supports collective bargaining preparation and participation
  • Guides managers through interpretation and application of the collective agreement
  • Ensures consistent management of grievances, corrective action and workplace investigations
  • Provides oversight of the Nation’s Occupational Health & Safety program.
  • Ensures compliance with applicable federal workplace health and safety legislation
  • Oversees development of the Nation’s safety management system including policies, training and prevention initiatives
  • Collaborates with the senior management team to promote a proactive safety and health culture across the organization
  • Oversees the recruiting and selection function in order to attract and hire talented employees.
  • Guides the onboarding and orientation process to ensure new employees are welcomed, learn about the Tla’amin Nation and culture, and are set up for success.
  • Acts as a resource and advisor to managers in all aspects of the employment relationship.
  • Supports directors and managers in navigating complex employee relations matters.
  • Leads the Nation’s total compensation and benefits programs to ensure they remain competitive, equitable and financially sustainable.
  • Oversees administration of the employee benefit and pension plans.
  • Works with the CFO to manage benefits costs and renewals.
  • Maintains and administers Tla’amin’s compensation program and related market reviews.
  • Supports the evaluation and improvement of compensation structures, job classification systems and pay practices across the organization.
  • Ensures consistent and legally sound disability management practices.
  • Lead the development of performance development frameworks.
  • Supports leadership development and succession planning.
  • Provides oversight of the Human Resources Information System (HRIS) to ensure it effectively supports HR operations and reporting.
  • Ensures the integrity, confidentiality and accuracy of employee data.
  • Works with Payroll, Finance and IT to ensure system integration and efficient work flows.
  • Develops, maintains and interprets human resource policies, procedures, and practices in alignment with organizational culture and applicable legislation.
  • Works collaboratively with the Education team to ensure effective training and professional development to support employee development and succession planning.
  • Provides leadership to the HR department.
  • Communicates effectively and ensures clarity of roles and responsibilities.
  • Ensures staff have tools, training and resources to accomplish their work.
  • Ensures that policies and procedures are understood and followed by staff.
  • Ensures a respectful, healthy and safe work environment including safe work policies and procedures.
  • Responsible for hiring, orientation, supervision and training of direct reports.
  • Conducts regular performance planning and review with employees, providing constructive feedback and managing performance as required.
  • Manages the financial affairs of the Human Resources department.
  • Oversees records management for the department and ensures that filing and records management systems are maintained as required by law or policy.
  • Maintains a current level of knowledge of related external regulations, laws, requirements and programs.
  • Participates as a collaborative member of the Senior Management team.
  • Communicates a positive future for the Tla’amin Nation in ways that gain the support of employees, community, and external partners.
  • Provides updates and reports to the Executive Council as requested.
  • Keeps the Senior Management Team and Executive Council apprised on emergent issues.
  • Other related duties as required.
