About The Position

This open competitive advertisement is for a Senior Management Service (SMS) position overseeing the Office of Human Resources for the Florida Department of Corrections (FDC). The Director of Human Resources is stationed for normal job duties at the Central Office in Tallahassee, Florida. This position is not a remote or telework position. This position is supervised and reports to the Deputy Chief of Staff. As Florida's largest state agency, and the third largest state prison system in the country, FDC employs 24,000 members, incarcerates 80,000 inmates and supervises nearly 146,000 offenders in the community. The Human Resource Director supports a strong and resilient public safety workforce by championing professional development, modern talent strategies, and innovative solutions to workforce management.

Requirements

  • Bachelor’s degree and at least seven (7) years of progressively responsible management and leadership experience.
  • Work experience may substitute on a year-for-year basis for the above listed postsecondary education.

Responsibilities

  • Serves as a member of the Executive Leadership Team and contributes to the development, implementation, and oversight of agency-wide policies.
  • Oversees the operations and performance of the Bureau of Human Resource Services and Support, the Bureau of Recruitment and Retention, and the Bureau of Workforce Strategic Management.
  • Advises the Secretary, the Executive Leadership Team, the Office of Human Resource Services, and other senior management on all matters related to Human Resource Management.
  • Directs the operations of the Labor Relations unit; conducts formal and informal union consultations; interprets collective bargaining agreements and issues guidance on their appropriate application.
  • Serves on the Department of Management Services’ State Labor Relations Advisory Council and assists DMS in negotiating changes to collective bargaining agreements affecting the Department of Corrections.
  • Serves as the Step II grievance authority.
  • Maintains comprehensive knowledge of all relevant laws, rules, and regulatory changes related to Human Resource Management.
