About The Position

The position of Director of Human Resources is responsible for leading VIPs people operations while monitoring and enforcing policies and procedures related to overall safety, employment practices, and legal compliance. This role partners with leadership and supervisors to build a consistent, modern HR function that supports a growing workforce, strengthens supervisor capability, and protects VIP, Inc. through proactive risk management. The Director oversees personnel matters including recruitment and onboarding, employee relations, investigations, discipline and terminations, leaves and accommodations, work injuries, unemployment, and performance development plans. The Director also provides hands-on training for supervisors in documentation, coaching, mediation, and safe work practices, and is responsible for implementing, documenting, and continuously improving VIPs safety program.

Requirements

  • Knowledge of the field of rehabilitation and a demonstrated understanding of services for adults with disabilities, including the Regional Center and Department of Rehabilitation service delivery systems.
  • Knowledge of employment law, safety regulations, and HR best practices, including investigations and documentation.
  • Skill in applying and modifying principles, methods and techniques to meet VIPs operational and service needs.
  • Ability to communicate clearly, build trust, and coach supervisors.
  • Ability to react calmly and effectively in emergency situations and high-stakes employee relations matters.
  • Strong organizational skills, sound judgment, confidentiality, and the ability to lead change in a collaborative manner.
  • Bachelors degree in Human Resources, Business Administration, Organizational Development, Safety/Risk Management, or related field; or equivalent combination of education and experience.
  • Must have reliable transportation.
  • Drivers must: Be at least 21 years of age. Provide proof of a valid California drivers license, including proof of renewal upon expiration; drivers must adhere to the licensing laws in the State of California. Provide proof of Automobile liability insurance coverage as required by the State of CA, including proof of renewal upon expiration. Provide valid Auto Registration, including proof of renewal upon expiration Must meet the requirements of the VIP, Inc. Driver Policy (For Drivers Outside of VIPs Transportation Program) including as it relates to the individuals driving record
  • Maintain current First Aid and CPR certification.
  • Capable of safely performing functions indigenous to the position including routine or repeated and extended periods of standing, walking, physical exertion, climbing ladders, reaching, operating in confined or uncomfortable environs, lifting and carrying loads, and using tools and equipment. Nice To Haves

  • Professional HR certification (SHRM-CP/SHRM-SCP, PHR/SPHR) preferred.
  • Five years experience in Human Resources with progressively responsible leadership experience preferred.
  • Experience working with vocational rehabilitation programs serving adults with disabilities highly desirable.
  • Experience administering a workplace safety program and facilitating training preferred.

Responsibilities

  • Monitors, updates, and enforces employment-related policies and procedures to ensure consistent practice across the organization.
  • Leads and modernizes core HR processes including recruitment, onboarding, retention, performance management, and employee engagement.
  • Ensures organizational compliance with all applicable State and Federal employment laws and regulations, including documentation and required trainings.
  • Oversees personnel issues related to employee relations, investigations, corrective action, terminations, unemployment, and performance/work development plans; responds to related communication.
  • Performs duties of Safety Director including staff training, implementation, and maintenance of VIPs safety program (safety meetings, safety inspections, incident review, and corrective actions).
  • Responsible for reviewing, revising, and communicating VIPs personnel policies and employee handbook to reflect best practices and current requirements.
  • Ensures participation in DMV pull notice program and supports compliance with VIP driver-related policies, as applicable.
  • Disseminates vital HR, labor law, and safety information to the management team; develops manager toolkits and standard documentation templates.
  • Schedules and supports safety committee meetings; ensures incident and case record review, follow-up actions, and quality assurance occur.
  • Oversees workers compensation coordination and injury reporting processes; partners with leadership to reduce incident frequency and severity.
  • Maintains HR systems and records (HRIS/personnel files), produces HR and safety metrics, and uses data to identify trends and improvement opportunities.
  • Ensures rehabilitation programs and services and safety policies and procedures meet CARF standards and related accreditation expectations.
  • Ensures Program Outcomes for areas of responsibility meet VIP standards and that safety and compliance practices support VIPs mission and service quality.
