About The Position

Fort Bend County is seeking a Director of Human Resources to collaborate with Department Heads and Elected Officials to define the organization’s long-term mission and goals, and identify ways to support this mission through talent management. This role involves identifying key Human Resource metrics and performance indicators, assessing the organization’s success and market competitiveness, and championing diversity, equity, and inclusion initiatives. The Director will develop strategies to address organizational needs, research and implement competitive compensation, benefits, performance appraisal, and employee incentive programs. This position provides guidance and leadership to the Human Resources Team, assists with resolving employee relations issues, and ensures compliance with all federal, state, and local labor and employment laws. The Director will maintain knowledge of current laws and best practices, draft and implement the department's budget, and participate in professional development and networking. Additionally, the role includes participation in emergency management activities during local states of disaster.

Requirements

• Bachelor’s Degree in Human Resources, Business Administration or related field.
• PHR, or SPHR, SHRM-CP or SHRM-SCP professional certification.
• 10 years of Human Resources Management experience, with a measurable record of leadership and accomplishments in the areas of employee relations, training and development, compensation and HRIS, and recruiting and staffing.
• Strong verbal, and written communication skills and outstanding interpersonal skills and conflict resolutions skills.
• Excellent organizational ability and attention to detail, strong analytical and problem-solving skills, and strong supervisory and leadership experience.
• Must have a thorough knowledge of employment-related laws and regulations, and the ability to interact effectively with the public, other employees, and elected officials.
• Knowledge of and experience with varied human resource information systems, and proficiency with Microsoft Office Suite or related software.

Responsibilities

• Collaborates with Department Heads and Elected Officials to define the organization’s long-term mission and goals; Identifies ways to support this mission through talent management.
• Identifies key Human Resource metrics and performance indicators for the organization’s human resource and talent management functions.
• Assesses the organization’s success and market competitiveness based on these metrics.
• Champions the County’s diversity, equity and inclusion initiatives and efforts.
• Develops appropriate metrics to identify critical and specific gaps and the strategies and tactics to address the organization’s needs in related areas.
• Researches, develops, and implements competitive compensation, benefits, performance appraisal, and employee incentive programs.
• Provides guidance and leadership to the Human Resources Team.
• Assists with resolution of Human Resource, compensation, and employee relations questions, concerns or issues.
• Ensures compliance with all federal, state, and local labor and employment laws; and other laws, regulations and requirements.
• Maintains knowledge of laws, regulations, and best practices in employee law, Human Resource, and talent management.
• Drafts and implements the organization’s budget for the Human Resources department.
• Participates in professional development and networking conferences and events.
• Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
