About The Position

Provide leadership and oversight for assigned areas of responsibility related to strategic recruitment, employee engagement and relations, investigations, and personnel processes; support HR leadership in all personnel functions.

Requirements

  • Bachelor’s degree
  • Strong organizational, communication, public relations, data analysis, problem-solving, and interpersonal skills
  • Ability to work with multiple parties to solve problems and resolve conflict
  • Ability to analyze organizational needs, research options to address needs, and collaborate with other departments and external groups to implement strategies concerning District needs
  • Ability to guide implementation and assess the effectiveness of districtwide initiatives
  • Ability to interpret policy, procedures, and data
  • Knowledge of Texas school employment law and hearing procedures
  • Successful experience with interviewing, selecting, and training staff
  • Ability to employ a big-picture focus to understand and align with departmental goals to execute strategy effectively
  • Ability to demonstrate a strategic, consultative approach to resolving human resource (HR) issues within employee relations
  • Ability to perceive and articulate organizational implications of recommendations and decisions
  • Campus or other relevant human resources leadership experience
  • Project management experience
  • Ability to work independently as well as a member of a team.
  • Ability to maintain emotional control and sound judgment under stress.
  • Ability to travel to multiple work locations as assigned.

Nice To Haves

  • Master's degree preferred
  • Valid Texas Administrator certificate preferred
  • Human resources experience in public education preferred

Responsibilities

  • Analyze District data and needs related to recruitment and retention.
  • Recommend and secure partnerships with Education Preparation Programs (EPPs) and Institutes of Higher Education (IHEs) to establish staffing pipelines and provide career development opportunities for employees.
  • Research and recommend relevant initiatives related to employee retention and development in areas of District goals and need.
  • Collaborate with HR and District leaders to forecast short- and long-term staffing needs.
  • Facilitate development of long-term recruitment plan.
  • Evaluate recruitment efforts and provide reports and recommendations to the HR Leaders.
  • Collaborate with other departments, District committees, and community stakeholders on staff development needs and opportunities.
  • Provide recommendations to HR leaders regarding the recruitment, development, and retention systems and/or processes.
  • Collect, audit, report, and analyze data to inform future HR decisions and practices.
  • Prepare presentations to report data to department and District leadership.
  • Establish and maintain strong positive relationships with campus and District personnel.
  • Assist other HR leaders in supporting campuses and departments regarding personnel matters.
  • Participate in activities that promote positive relationships between HR team members, the District, and the community.
  • Serve as Human Resources representative on identified district/community committees.
  • Work cooperatively with principals and supervisors to screen and interview candidates and provide recommendations for the selection of personnel.
  • Assist other HR leaders in supporting supervisory personnel with performance monitoring, personnel management, and HR systems and processes.
  • Conduct District investigations and hearings as assigned.
  • Facilitate public information requests for Human Resources.
  • Effectively solve problems by developing cohesive solutions after weighing alternative courses of action.
  • Demonstrate adeptness at conflict resolution.
  • Possess the ability to balance the needs of District stakeholders.
  • Analyze and use relevant data to generate recommendations for improvement.
  • Engage in proactive planning to meet the needs of the District.
  • Work with District leaders in order to sustain and grow the Teacher Incentive Allotment (TIA) program in Frisco ISD.
  • In conjunction with the TIA system, ensure District program compliance and calibration of the Texas Teacher Evaluation and Support System (T-TESS) evaluations and standards.
  • Assist with staffing processes, as needed.
  • Facilitate the orientation program for new professional personnel.
  • Assist in the preparation and revision of job descriptions and classifications of positions, as needed.
  • Assist in the development and implementation of salary, benefits, and other forms of compensation, as needed.
  • Assist HR leaders with professional development on human resources issues.
  • Ensure compliance with federal, state, and local policies concerning personnel and other areas of supervision.
  • Maintain complete and accurate personnel records as required by administrative regulations, federal guidelines, District policy, and the Texas Education Agency.
  • Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency Code of Ethics.
  • Retains the right to adjust the responsibilities and assignments of all positions as needed to meet the needs of the District.
