About The Position

Housing Solutions is seeking a driven human services programs expert to serve as its Director of Housing Services (Director). In this role, the Director leads the agency's system-level housing work, driving programming that impacts placements into housing, housing retention, supportive service coordination, and other mission-critical efforts. The Director will oversee a growing portfolio of programs and staff, directly managing work related to the A Way Home for Tulsa Continuum of Care's (CoC) Coordinated Entry System, housing stabilization and complex case conferencing, and landlord recruitment and unit acquisition. The Director reports to the Chief Strategy Officer and works in close collaboration with Housing Solutions' leadership team and the CoC's leadership council. This role includes 3 direct reports.

Requirements

  • Master's degree in fields related to clinical interventions and services (e.g., Social Work, Public Health, Public Administration, or similar) OR Bachelor's degree in a related field and at least five (5) years of progressively responsible experience in housing, healthcare, homelessness, or other social services.
  • Minimum of two (2) years of experience in project management or similar cross-system coordination.
  • Demonstrated experience in landlord engagement and unit acquisition, including negotiating leasing or partnership agreements with private landlords or property managers.
  • Experience with federal, state, or city-funded housing programs (HUD, ESG, ARPA, etc.), including managing subrecipient or pass-through grant relationships and related compliance requirements.
  • Experience with the CoC's Coordinated Entry System (CES), HMIS, and data-driven performance management.
  • Valid driver's license and reliable transportation required.
  • Must live within a commutable distance to Tulsa, Oklahoma.

Nice To Haves

  • Experience supporting encampment response or decommissioning efforts a plus.
  • Relevant licensure and/or certification (e.g., LCSW, LMSW) or eligibility to sit for equivalent exam preferred.
  • Real estate license, property management background, or professional experience in leasing, particularly within affordable or supportive housing.
  • Familiarity with Tulsa's homeless service system and the A Way Home for Tulsa (AWH4T) Continuum of Care.
  • Experience with behavioral health, public health, and/or criminal-legal systems.

Responsibilities

  • Oversee implementation of the CoC's Coordinated Entry System (CES), empowering partner providers to connect clients to housing and supportive service opportunities under tight time constraints; work closely with the agency's Data & Policy team to ensure full alignment with CoC policies and HUD best practices related to CES operations.
  • Collaborate with the agency's Data & Policy Department and CoC housing providers to ensure housing best practices are being implemented across the community's portfolio of Transitional, Rapid, and Permanent Supportive Housing projects.
  • Lead efforts related to program assessment and evaluation, as well as partnership management.
  • Guide the growth of the agency's work to better integrate fair-market housing providers and related pathways and improve annual housing placements across the CoC.
  • Represent Housing Solutions in community collaborations, meetings, and planning efforts.
  • Work closely with leaders from across the CoC to innovate new, and improve existing, housing programming and supports.
  • Foster working environments centered on client outcomes, mutual accountability, and continuous improvement.
  • Oversee the agency's Unit Acquisition and Landlord Engagement initiative, aimed at improving access to affordable housing for program participants through increased, targeted engagement of fair-market housing providers, including building landlord and property manager partnerships across Tulsa to house individuals transitioning from encampment decommissioning.
  • Oversee the agency's Complex Case Conferencing work and its related cross-agency, cross-sector efforts to align providers to address the needs of the 30-50 Tulsans with the highest barriers to housing and most complex health and social needs. Work closely with the staff and CoC partners on all housing stabilization efforts, including managing efforts related to housing stabilization plan creation, wrap-around service delivery, executive and on-demand stabilization case review.
  • Create and support initiatives that improve the performance of supportive housing programming across the community through implementation of best practices, such as trauma informed care, critical time intervention, and motivational interviewing; integration of supportive and community services including behavioral health services; and ensuring positive transitions after supportive assistance.
  • Coordinate closely with the agency's Data & Policy team on program data quality, performance, and improvement.
  • In partnership with the Chief Strategy Officer and the agency's Grants & Finance team, provide financial oversight for all programs within the Director's portfolio.
  • Ensure timely and accurate programmatic reporting to agency leadership and public and private funders.
