About The Position

The Director of Housing & Community Services is responsible for the overall management and administration of the Department of Housing & Community Services overseeing the Affordable Housing, Homeless Programs and Housing Authority (Farmworker Centers) Divisions, including development of the department’s objectives and design and implementation of supporting programs, processes, policies, and/or procedures to successfully achieve housing objectives. The incumbent is also responsible for the development, administration, and control of associated budgets. This classification is designated as an "at will" classification.

Requirements

  • Six years of increasingly responsible experience in housing, community development, real estate development, housing or homeless services, including four years of administrative and supervisory responsibility, preferably in a governmental organization.
  • A Bachelor's degree from an accredited college or university with major course work in public administration, business administration, planning, social work, or a related field.
  • Possession of a valid California Driver's License.
  • Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County.
  • Must maintain such license, certification, or registration to meet the minimum qualifications of this position for continued employment with Napa County.

Responsibilities

  • Overall management and administration of the Department of Housing & Community Services overseeing the Affordable Housing, Homeless Programs and Housing Authority (Farmworker Centers) Divisions.
  • Development of the department’s objectives and design and implementation of supporting programs, processes, policies, and/or procedures to successfully achieve housing objectives.
  • Development, administration, and control of associated budgets.
  • Lead legislative advocacy at the local and state level and represent the County in local, regional and statewide forums.
  • Cultivate and sustain public-private relationships with nonprofits, healthcare systems, industry partners, and community-based organizations.
  • Serve as department head and trusted advisor to County leadership, the Board, and external stakeholders.
