About The Position

The New York City Department of Housing Preservation and Development (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods. The Office of Housing Access and Stability (HAS) ensures fair, efficient, and transparent access to affordable housing, providing subsidies, placement services, and tools that connect New Yorkers to affordable housing. The Division of Tenant & Owner Resources (DTOR) administers rent subsidy programs, including the Housing Choice Voucher (HCV) program, which provides rental assistance to eligible low-income families. DTOR serves over 40,000 households and 9,000 landlords, handling initial application screening, eligibility confirmation, voucher issuance, and ongoing subsidy administration, including recertifications and rent adjustments. The Director of HCV Tenancy will oversee and manage the day-to-day operations related to case management within HPD's Section 8 program and other rental subsidy programs. This role involves developing and implementing strategies to maintain an annual recertification overdue rate of no more than 5%, improving productivity and staff development, and managing relationships with owners and external stakeholders. The position requires ensuring high-quality customer service and developing strategies to improve it. The HCV Tenancy unit has approximately 100 staff members, and the Director will provide overall direction, supervising Deputy Directors and Project Managers who oversee case management teams responsible for interim and annual re-certifications, data entry, and communication with clients and owners.

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • OR A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
  • Authorization to work in the United States is required.
  • Excellent problem solving and critical inquiry skills.
  • Ability to creatively balance customer service goals with Federal program requirements.

  • Performs periodic performance appraisals of staff.
  • Trains, manages, and ensures staff works within federal regulatory and local policy guidelines.
