About The Position

Arc of Onondaga is seeking a strategic, experienced, and mission-driven leader to serve as Director of Clinical Services for Horizons Clinic. This senior leadership role offers the opportunity to shape and expand high-quality, person-centered clinical services for individuals with intellectual and developmental disabilities (I/DD). The Director will lead all aspects of clinical service delivery within the Article 16 Clinic and associated programs, overseeing operations, financial performance, compliance, and team development. As a key member of the leadership team, this role partners closely with the Programs and Services Officer to drive innovation, strengthen service integration, and advance agency-wide goals.

Requirements

  • Master's degree or higher in Social Work, Physical Therapy, Occupational Therapy, or a related clinical field; current professional licensure required
  • 7–12+ years of progressive experience, including leadership in clinical services (experience with I/DD populations strongly preferred)
  • Demonstrated success managing programs, staff, and budgets in a regulated healthcare environment
  • Strong knowledge of compliance standards and quality assurance practices
  • Valid New York State driver's license with acceptable driving record
  • A combination of education and experience that demonstrates equivalent qualifications may be considered.

Responsibilities

  • Lead the vision, development, and expansion of diagnostic and treatment services
  • Identify opportunities for growth, service innovation, and community partnerships
  • Promote integration of clinical services across all agency programs
  • Oversee day-to-day operations of the Horizons Clinic and satellite locations
  • Ensure full compliance with all local, state, and federal regulations (including Article 16 standards)
  • Maintain safe, effective, and person-centered service environments
  • Develop and manage departmental budgets; ensure strong financial performance
  • Monitor productivity, billing, and resource allocation to support sustainability and growth
  • Supervise, mentor, and support a multidisciplinary team of clinical and support staff (7–15 direct reports)
  • Foster a culture of collaboration, accountability, and continuous improvement
  • Lead recruitment, training, and professional development initiatives
  • Serve as a key contributor to agency strategy and decision-making
  • Prepare reports and present updates to senior leadership and the Board of Directors
  • Build and maintain relationships with external partners, providers, and stakeholders
  • Maintain a small caseload to support quality assurance and remain connected to service delivery
