About The Position

This is a full-time, in-office position located in Oklahoma County. The Oklahoma Tobacco Settlement Endowment Trust (TSET) is a state agency that serves as a partner and bridge builder for organizations working towards shaping a healthier future for all Oklahomans. TSET provides leadership at the intersections of health by working with local coalitions and initiatives across the state, by cultivating innovative and life-changing research, and by working across public and private sectors to develop, support, implement, and evaluate creative strategies to take advantage of emerging opportunities to improve the public’s health.

Requirements

• Knowledge of and experience in philanthropy, the nonprofit sector, and foundation and state or federal agency grant making and operations.
• Strong analytical and critical thinking skills including exceptional attention to detail; ability to gather, organize, analyze, and present data to appropriate sources; ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
• Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear, concise, and grammatically correct documents and reports.
• Demonstrated proficiency in computer software programs including the Microsoft Office Suite, online procurement/bidding software, and enterprise resource systems.
• Demonstrated project management and organizational skills to set priorities, establish deadlines, and follow through in a timely manner; to organize files and records for easy access and tracking.
• Highly developed collaboration, management, and leadership skills
• Demonstrated ability to supervise and motivate staff and delegate as needed to achieve objectives.
• Demonstrated experience in exercising discretion and judgment and in maintaining the security of confidential and sensitive information and materials.
• Demonstrated experience in implementing grant policies and procedures.
• Knowledge of the rules of technical writing and principles of plain language.
• Knowledge and application of best practices in grant making.
• Ability to communicate technical, budgetary and program details to staff, grantees and applicants, orally and in writing.
• Ability to implement effective workflow processes and procedures.
• Proficiency in use of Microsoft Office products.
• Ability to work as a member of a team as well as independently.
• Ability to analyze grant processes and participate in efforts to streamline them through use of technology and innovative approaches.

• Bachelor’s Degree from an accredited university; graduate degree preferred.
• Minimum 7 years directly relevant experience in grant program implementation, including 5 years supervisory experience required.
• Proficiency in budgetary monitoring, grant management software, and knowledge of Salesforce
• Certified Procurement Officer (CPO) certification or ability to earn certification within 12 months of hire required.

Nice To Haves

• Experience in public health preferred.
• Applicable coursework and/or training in federal or state procurement laws and regulations is desired.
• Preference may be given to candidates with substantial experience in a government grant-making organization, as well as those with nonprofit management and state or federal agency grants administration experience.

Responsibilities

• Actively supports TSET’s commitment to preventing cancer and cardiovascular disease in Oklahomans and creating healthier places for all Oklahomans to live, work, learn, and play.
• Oversees technical review process for all grant applications.
• Manages contract composition and amendments for all RFPs and serves as the primary contact in facilitating responses to RFP-related questions.
• Serves as the lead point of contact for communicating agency needs in design and development of all grant applications, reports and payment requests.
• Facilitates grantee use of current agency grants management systems and trains TSET staff on use of these systems.
• Supervises agency grants management staff.
• Monitors agency grants management operations to ensure overall quality service delivery and timeliness of all aspects of grants administration across grant categories.
• Develops and uses systems to collect, analyze and apply the use of grantee and partner feedback to improve grant related processes.
• Applies the use of all rules, including caps, allowable and prohibited expenses as related to grantee budgets and works in concert with Engagement and Impact staff to ensure adherence to those rules.
• Serves as the lead contact with other state, federal, and local public and private organizations to identify qualified professionals to serve on external expert review committees and provides staff support to facilitate the external review of proposals, as appropriate.
• Maintains grants management parts of any agency grants management system to ensure adherence to work processes while balancing the needs of E&I and Finance staff and regulatory compliance; works collaboratively with Quality and Performance division to design, implement and oversee processes to ensure integrity of data.
• Oversees and facilitates accurate and timely grant reporting.
• Facilitates grant award payments and secures information necessary to close grants and obtain grant related information to assist in closing the fiscal year.
• Monitors grantee spending and contractual adherence and recommends to Director of Finance or Director of Engagement and Impact site visits, financial reviews, or other monitoring as necessary.
• Prepares materials for Board and committee meetings.
• Manages all agency procurement processes according to state requirements including but not limited to development of solicitations, soliciting and receiving bids, evaluating bids, and executing contracts.
• Engages with Program Architects in all discussions related to the implementation of new or redesigned TSET grant programs, providing best practice guidance related to all new grant processes from application development to contract completion.
• Directs the grant contract awards process, to include creation of contracts, delivery of contracts, and monitoring the required return and full execution of grant contracts.
• Guides the preparation and completion of all grant related paperwork necessary to request purchase orders.
• Collaborates with Strategic Communication and other divisions to plan and organize grant applicant workshops and trainings.
• Other duties as identified and assigned by the Executive Director.
