About The Position

To plan, organize and direct the activities of the Finance Department, which include Accounting, Utility Billing, Tax and Purchasing Divisions. To supervise departmental staff; to coordinate activities with other city departments and outside agencies; and to provide highly technical financial analysis and assistance to the City Manager and City Council.

Requirements

  • Seven years of progressive municipal finance experience
  • Bachelors degree in finance, accounting, or related field
  • Possession of, or ability to obtain within two years, a certification as a Certified Public Accountant or Certified Government Finance Officer.

Responsibilities

  • Direct and participate in the development and implementation of goals, objectives, policies and procedures related to the Finance Department and the City of La Porte
  • Plan, direct, and review all financial activities including purchasing, accounting, utility billing, tax collections, budget and investments, and grant administration
  • Plan, direct and review all financial functions with standard municipal fiscal management methods and practices with an emphasis on budget preparation and administration and cash management.
  • Serve as fiscal advisor to the City Manager and City Council on all fiscal management issues; develop annual city budget, budget projections, revenue forecasts, debt service schedules, financial memos and reports for City Council.
  • Apply professional judgment in the application of accounting principles and analyze procedures and processes to ensure compliance with generally accepted accounting principles.
  • Apply GAAP to accounts and financial statements including implementing new pronouncements.
  • Review, evaluate and administer program goals and objectives developed by divisional managers.
  • Coordinate Finance Department's activities with other City departments and outside agencies.
  • Select, supervise, train, and evaluate staff.
  • Perform related duties as assigned.
