About The Position

The Interstate Bridge Replacement Program (IBR) is a multi-billion-dollar joint effort by the State of Oregon and the State of Washington to address regional transportation problems. This role serves as the Director of Finance for the program, leading all financial operations and supervising agency staff. The position involves partnering with the Washington State Department of Transportation (WSDOT) on multi-state budget development, financial planning, forecasting, toll revenue management, grant administration, and federal reporting. The goal is to support safe, reliable, and well-managed multimodal infrastructure for the Pacific Northwest. The program ensures transportation system improvements are properly designed, funded, and constructed. This position is a State of Oregon employee based in Portland, Oregon, with a work location at the joint office in Vancouver, Washington. It is a hybrid position requiring up to three days a week in the office or as business needs dictate. The Oregon Department of Transportation (ODOT) is committed to providing a safe and reliable multimodal transportation system that connects people and supports Oregon's communities and economy.

Requirements

  • Seven years of management experience in transportation infrastructure development and project delivery; OR Four years of management experience in transportation infrastructure development and project delivery and a bachelor's degree in a related field.
  • Driving is an essential function of this position. You must have a valid U.S. driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Responsibilities

  • Serve as a member of the IBR Executive Leadership Team and provide strategic guidance and leadership on all financial operations for the program, ensuring clear oversight, accountability and controls across both states.
  • Build, manage and update the program’s finance plan, including forecasting, modeling and cash flow alignment.
  • Coordinate financial reporting and compliance with the Federal Highway (FHWA), Federal Transit Administration (FTA), Washington State Department of Transportation (WSDOT), ODOT and transit agencies.
  • Bring financial topics to the executive team for discussion, awareness and program level decisions.
  • Supervise all ODOT staff within the IBR program.
  • Collaborate with others in Oregon and Washington budget processes, including bi-state funding packages and legislative coordination.
  • Engage directly with elected officials, executives, transportation agencies and others on program finance matters in a high visibility environment.
  • Manage grant funding, toll related financial elements, Statewide Transportation Improvement Program (STIP) actions, bonding requirements and bonding insurance obligations.
  • Serve as the primary liaison from the project to ODOT leadership ensuring Oregon’s interests in bi-state program executive meetings and elevate issues within the program’s governance structure.
  • Be on call 24 hours a day, seven days a week, including holidays.
  • Work in an office environment with hybrid work options available and considerable travel required.
