About The Position

Quivera Enterprises, LLC is a tribally owned government contracting holding company providing centralized shared services to a portfolio of tribally owned subsidiaries supporting federal agencies nationwide. The Director of Finance & Accounting is a senior leader within the Shared Services organization responsible for leading enterprise-wide accounting, financial operations, strategic planning, and pricing strategy across Quivera Enterprises and its family of companies. This position serves as a trusted advisor to executive leadership and operational leaders while ensuring consistent financial stewardship, regulatory compliance, and business performance across multiple operating companies. Working in a collaborative shared services environment, the Director establishes standardized financial policies, strengthens internal controls, drives process improvements, and provides centralized financial leadership that supports government contracting, construction, and professional services operations. The Director also leads enterprise pricing strategy by partnering with Business Development, Contracts, Human Resources, and Operations to develop competitive, compliant, and financially sound pricing solutions that support profitable growth and successful contract awards. The ideal candidate is an experienced finance executive with extensive government contracting experience who enjoys partnering across multiple business units to improve operational performance, financial visibility, and organizational scalability.

Requirements

  • Bachelor's degree in Accounting, Finance, or a related field.
  • Minimum of ten (10) years of progressive accounting and finance experience.
  • Minimum of five (5) years of leadership experience managing accounting and finance teams.
  • Demonstrated experience supporting federal government contracting organizations.
  • Strong knowledge of: FAR, DFARS, CAS, DCAA compliance, Government contract accounting, Indirect rate structures.
  • Experience managing Cost-Plus, Time-and-Materials, and Firm-Fixed-Price contracts.
  • Experience supporting multi-entity accounting or Shared Services environments.
  • Experience leading budgeting, forecasting, executive reporting, financial planning, and pricing strategy.
  • Experience supporting proposal pricing, cost volume development, and government contract pricing methodologies.
  • Advanced Microsoft Excel skills.
  • Experience with enterprise accounting systems such as Deltek Costpoint, Sage, ADP, or comparable ERP platforms.
  • Excellent analytical, leadership, communication, organizational, and relationship management skills.
  • Ability to manage competing priorities across multiple business units in a fast-paced environment.
  • U.S. Citizenship required.
  • Ability to obtain and maintain the required Government security clearance.
  • Ability to successfully complete pre-employment background screening.

Responsibilities

  • Lead the Finance & Accounting Shared Services function supporting multiple operating companies across the Quivera Enterprises portfolio.
  • Develop and execute enterprise-wide financial strategies aligned with organizational objectives and long-term growth.
  • Standardize accounting policies, financial procedures, reporting practices, and internal controls across all subsidiaries.
  • Serve as the primary financial advisor to executive leadership, subsidiary presidents, and operational leadership teams.
  • Partner with Human Resources, Contracts, Operations, Information Technology, Business Development, and Program Management to support enterprise decision-making.
  • Drive continuous improvement initiatives focused on automation, scalability, operational efficiency, and financial visibility.
  • Promote collaboration and consistency across all operating companies while maintaining high levels of customer service through the Shared Services model.
  • Direct accounting operations for multiple legal entities supporting government contracting and construction operations.
  • Lead annual budgeting, forecasting, cash flow planning, financial modeling, and long-range financial planning.
  • Prepare executive dashboards, Board presentations, and financial performance reports.
  • Analyze financial performance across subsidiaries and provide strategic recommendations that improve profitability and operational efficiency.
  • Develop financial models supporting strategic initiatives, investments, and organizational growth.
  • Identify financial risks and implement mitigation strategies to protect organizational assets.
  • Provide enterprise financial leadership supporting federal government contracts, including Cost-Plus-Fixed-Fee (CPFF), Time-and-Materials (T&M), and Firm-Fixed-Price (FFP).
  • Responsibilities include Government contract revenue recognition, Indirect rate development and management, Forward pricing support, Incurred Cost Submissions (ICS), DCAA audit readiness, Labor charging compliance, Contract financial reporting, Project setup and administration, Financial oversight of subcontractor activities.
  • Ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), DCAA requirements, and Generally Accepted Accounting Principles (GAAP).
  • Provide centralized financial oversight supporting federal construction operations by managing Job costing, Work-in-Progress (WIP) reporting, Progress billing, Retainage tracking, Change order accounting, Revenue forecasting, Cash flow forecasting, Project margin analysis, Certified payroll coordination, Bonding support, Construction ERP processes.
  • Partner with construction leadership to improve project financial performance while maintaining financial controls and reporting accuracy.
  • Lead enterprise pricing strategy supporting federal government contract pursuits across multiple subsidiaries.
  • Responsibilities include Develop competitive, compliant, and financially sound pricing strategies that support corporate growth objectives.
  • Lead pricing strategy for proposals by developing labor rates, indirect cost structures, escalation factors, subcontractor pricing, fee strategies, and pricing assumptions.
  • Partner with Business Development, Capture, Contracts, Human Resources, Operations, and Program Management to develop winning proposal strategies.
  • Direct cost volume development, pricing narratives, financial models, and executive pricing reviews.
  • Conduct pricing risk assessments and profitability analyses for new business opportunities.
  • Analyze historical contract performance, competitive intelligence, and market conditions to improve pricing competitiveness.
  • Support contract negotiations through financial analysis and pricing recommendations.
  • Ensure proposal pricing complies with FAR, DFARS, CAS, solicitation requirements, and corporate pricing policies.
  • Collaborate with subsidiary leadership to balance competitiveness, profitability, operational performance, and long-term sustainability.
  • Ensure timely and accurate financial reporting in accordance with GAAP.
  • Develop and maintain enterprise-wide financial governance, accounting policies, and internal controls.
  • Maintain audit readiness across all operating companies.
  • Lead financial statement audits, DCAA audits, tax support, and government reporting activities.
  • Monitor compliance with contractual, regulatory, and corporate requirements.
  • Strengthen accounting processes through automation and continuous improvement initiatives.
  • Support mergers, acquisitions, and strategic growth initiatives through financial analysis and due diligence.
  • Assist executive leadership with capital planning and long-range business planning.
  • Partner with Human Resources regarding workforce planning, compensation strategy, and labor cost forecasting.
  • Support Operations and Program Management through financial reporting, forecasting, and project performance analysis.
  • Identify opportunities to standardize financial processes and improve enterprise-wide reporting through the Shared Services model.
  • Lead, mentor, and develop a high-performing Shared Services Finance & Accounting team.
