GENERAL PURPOSE AND SCOPE OF THE POSITION: The Director of Facilities maintains the physical operation of the campus by creating a safe, secure, attractive facility that is in good functional and structural repair. The Director is responsible for the facilities and grounds of Ivy Tech Community College Hamilton County including custodial, maintenance functions, grounds keeping, shipping/receiving, and meeting and event support. The Director of Facilities provides services with a quality, customer focus within the context of the College's and the Campus’s philosophy and vision. The Director provides immediate supervision for the facilities staff and reports directly to the Vice Chancellor for Finance. MAJOR RESPONSIBILITIES: The successful director must direct the work of a team and step in to perform work alongside the team, as needed, in the following areas: Maintain, update, and ensure timely and effective implementation of the maintenance schedule for all facilities, parking lots, grounds, vehicles, and equipment for the campus Ensure compliance with OSHA standards Coordinate and repair damage of defects in walls, ceilings, windows, doors, etc., and performs minor remodeling and equipment relocation as approved Develop grounds maintenance plans and ensure that the campuses are well groomed and are always acceptable in appearance, including mowing and snow removal Maintain facilities project schedule/status reporting tool Maintain preventive maintenance plan with work order system and ensure timely completion of cyclical tasks Quickly and courteously respond to all concerns regarding the cleanliness and safety concerns of campus Coordinate shipping and receiving functions for campus sites Tag equipment for inventory and complete related forms Develop and maintain hazardous material plans and safety data sheets; implement training program in compliance with hazardous material program; perform accurate and timely work updates to supervisor Additionally, the director has the following administrative responsibilities: Planning, Vision, and Project Management Participate in the planning of long-term campus facilities needs including new leaseholds, new construction and cooperative or joint use facilities Responsible for developing a system to identify and prioritize campus R&R projects and developing a long-range R&R plan Oversee Campus’s repair and rehabilitation projects; prepare project specifications, coordinate bidding process, and ensure implementation of building and grounds projects; ensure compliance with State and College policies related to construction and R&R projects Oversee facility repair and rehabilitation, parking lot, and other facilities-related projects from planning through implementation Oversee new construction and major renovation projects from planning through implementation Management of facilities projects to support outcomes and maintain compliance with federal, state, and college procurement guidelines Responsible for implementing contract maintenance when a project is beyond the capabilities of departmental workforces Provide design and engineering support for campus projects and monitors the work in progress for facility improvement projects Supervision Oversee and direct maintenance personnel and outside contractors for campus facilities, parking lot, grounds, vehicles and equipment projects Manage custodial, maintenance and grounds staff and assist with daily assignments Conduct performance appraisals of staff directly supervised; approves performance appraisals and is responsible for monitoring performance of staff indirectly supervised Provide training for staff in safety and correct maintenance and cleaning procedures Maintain employee records, approves time sheets, approves the recommended use of overtime and vacation, weekend, holiday, and special holidays coverage; monitors employee absenteeism Conduct regularly scheduled staff meetings; responsible for all discipline within the department Administration Represent the Campus at Statewide Facilities meetings Responsible for the timeliness of reporting, information compilation, and project updates as required / requested by the campus and Systems Office; this includes complete and accurate building data for state reporting and information related to project requests Assist in the preparation of the Space Utilization and Facilities Utilization report Ensure compliance with IOSHA regulations and reporting Evaluate existing facilities policies and procedures as well as resources and recommend improvements; when applicable, develop new policies and procedures and submit to supervisor for approval; perform such other duties as may be assigned In collaboration with Public Safety and Emergency Preparedness, manage facilities key/card access system and processes Participate in budgetary planning and monitors the expenditures for the Facilities departments Review of service agreements for effectiveness and cost savings; recommendation and negotiation of outside contractors for plant operations services The above list of duties and responsibilities is not all inclusive, other duties logically associated with the position may be assigned.
