About The Position

The Facilities and Services Department at West Virginia University, Potomac State College campus, is currently accepting applications for a Director of Facilities and Planning. The Director of Facilities and Planning will manage the WVU Potomac State College campus. Responsibilities will include all aspects of facilities operations, custodial, EHS, BRIM, deferred maintenance, as well as campus planning activities; master planning, space management, campus space standards, classroom utilization and classroom scheduling. The position will be tasked to right-size classrooms, achieve classroom utilization at or above standards, and optimize class sizes to maximize use of facilities and staff. This position will also coordinate capital projects and deferred maintenance analysis.

WVU Potomac State College (PSC) is a public college in the West Virginia University system, located in Keyser, WV, on a 915-acre campus about 90 miles east of Morgantown. Founded in 1901 as the Keyser Preparatory Branch of WVU, it has grown into a vibrant community of over 1,100 students offering flexible two- and four-year programs, plus online options.

Requirements

• Bachelor's Degree in: Engineering, Architecture, Construction Management, Facilities Management, Business Administration, Or a closely related field
• A minimum of five (5) years of experience in the following: Significant progressively responsible experience in facilities management, planning, construction, or related operations.
• Experience managing: Large institutional or higher education facilities, Capital construction projects, Deferred maintenance programs, Operating and capital budgets
• Supervisory and personnel management experience.
• Experience working with contractors, architects, engineers, and regulatory agencies.
• Building systems and infrastructure.
• Preventive and corrective maintenance programs.
• Construction management principles.
• Capital planning and project management.
• Budget preparation and financial management.
• Environmental Health and Safety (EHS) regulations.

Responsibilities

• Directs operations to provide effective stewardship of facilities, materials, equipment and related capital construction activities. Stewardship means direction of the operation (including emergency response) and maintenance of academic buildings, residence halls, life safety, deferred maintenance, and inspections of all University buildings.
• Works with Residential Education, Public Safety and Business Office to ensure cleanliness, safety and security of residence halls and food service areas.
• Addresses maintenance needs of residence hall equipment, furnishings, and phone services. Compiles data for BRIM Insurance and Aeon reports and works to correct problems and concerns.
• Writes policies and procedures as required.
• Monitors capital projects for WVU PSC while providing local support for the Regional Project Manager based in Morgantown.
• Develops multi-year capital plans to meet facility replacement (deferred) needs and facility changes, including residence halls and academic buildings to support the College's vision.
• Develops and improves services through continuous improvement activities and the use of new ideas, technology, and/or new opportunities.
• Works with WVU Planning Services to develop long-term maintenance plans and assist with the creation and updates of the campus master plan.
• Develops and maintains a 10-year Deferred Maintenance Plan, with one-year and five-year breakouts.
• Evaluates each regional campus and establishes operational plans to accommodate student growth and new academic programs.
• Establishes areas of campus to modernize, eliminate, repurpose, or grow. As needed, establishes plans to accommodate shrinking enrollment and determine the optimal facility consolidation through short-term development plans in support of the master plan.
• Utilizes WVU procedures, standards and Schedule25 software, supports classroom scheduling and optimization to meet or exceed utilization goals.
• Implements classroom standards when appropriate and right-sizes classroom space as needed. Is creative in maximizing space use during enrollment changes.
• Implements and monitors the department's operating budget.
• Prepares monthly and quarterly reports, investigates creative ways to drive out cost, and advises the Assistant Vice President for Facilities Management of any financial concerns or surpluses that may arise through changing regulations, conditions, workload or other factors.
• Manages contracts for HVAC, elevators, fire alarm systems, pesticides, etc.
• Initiates requisitions and purchase orders for residence halls and academic buildings for supplies, equipment, renovations, etc.
• Develops annual operating budgets for Facilities Management.
• Creates a supportive work environment that challenges all employees to excel.
