About The Position

Oracle is seeking a Director of Estimating to build and lead an owner-side cost-intelligence function for data-center tenant fit-out and technology infrastructure within its Global Program Controls organization. The role establishes independent should-cost estimates and market benchmarks to assess, challenge, and negotiate pricing from co-location providers and low-voltage contractors, while partnering with Engineering to ensure design standards meet performance needs without unnecessary cost. It is not a contractor bidding or business-development role. The Director will develop benchmark pricing, unit-cost libraries, labor assumptions, productivity factors, and market intelligence across low-voltage, technology-infrastructure, power, and pathway scopes. The position will review proposals, clarify scope and estimate assumptions, support commercial negotiations, create repeatable bid-ready packages, and establish processes to track how design changes affect pricing. It will also develop reporting on estimate variance, cost drivers, market trends, negotiation outcomes, and lessons learned. The role partners with Engineering and design teams to shape cost-aware standards, alternates, and decision frameworks balancing performance, speed, scalability, and capital efficiency. It interfaces with co-location providers, general contractors, low-voltage contractors, engineers, and internal stakeholders to resolve scope and pricing ambiguity. The Director will lead implementation of AI and automation in estimating, including concept estimates, scope extraction, proposal analysis, benchmark comparisons, assumption tracking, and historical-cost intelligence. The technical scope includes structured cabling and fiber; network infrastructure and interconnection; technology rooms, racks, cabinets, containment, grounding and bonding; AV, security, access control, CCTV, wireless and DAS where applicable; cable pathways and related physical infrastructure; electrical power serving technology environments; and testing, commissioning, turnover documentation, and other delivery requirements that affect cost and schedule. Within the first year, the leader is expected to establish a trusted should-cost model for primary build types, common pricing assumptions, improved visibility into scope and cost variance, stronger negotiating capability, and AI-enabled workflows.

Requirements

  • Significant experience estimating low-voltage, technology-infrastructure, and supporting power/pathway scopes.
  • Strong experience in commercial tenant improvement, interior fit-out, data-center fit-out, mission-critical, or similarly complex environments.
  • Experience developing budgets, independent estimates, benchmarks, or owner-side cost models—not solely contractor bid estimates.
  • Ability to translate incomplete design or proposal information into a credible, transparent basis of estimate.
  • Strong understanding of how design decisions, standards, phasing, schedule, procurement, labor availability, and scope definition affect cost.
  • Experience working effectively with engineers, designers, contractors, and senior business stakeholders.
  • Strong analytical judgment and confidence to constructively challenge pricing, assumptions, and design requirements.
  • Demonstrated interest in AI, automation, and scalable estimating processes, with the ability to convert ideas into practical workflows.
  • Excellent written and verbal communication skills, including the ability to present complex cost issues simply and credibly.

Nice To Haves

  • Data-center, co-location, hyperscale, mission-critical, or critical-infrastructure experience.
  • Experience with owner’s-representative, developer, enterprise-owner, or procurement-side estimating.
  • Experience building a cost database, benchmark model, standardized scope package, or design-to-cost program.
  • Familiarity with low-voltage and technology standards, Division 27/28 systems, and their coordination with power and pathways.
  • Experience implementing estimating platforms, data tools, automation, or AI-enabled workflows.

Responsibilities

  • Build an owner-side estimating capability that establishes independent should-cost estimates for recurring data-center tenant fit-out build types.
  • Develop benchmark pricing, unit-cost libraries, labor assumptions, productivity factors, and market intelligence for low-voltage, technology-infrastructure, power, and pathway scopes.
  • Review co-location provider fit-out proposals and low-voltage contractor pricing; identify gaps, unsupported allowances, scope overlap, risk premiums, and negotiation opportunities.
  • Provide leadership with clear, defensible cost positions before and during commercial negotiations.
  • Create repeatable, bid-ready assumptions and scope packages for each build type so providers can price against a common baseline.
  • Establish an assumption-management process to identify design changes and assess whether pricing should increase or decrease.
  • Document assumptions, inclusions, exclusions, quantities, and basis of estimate to turn incomplete proposals into transparent comparisons.
  • Partner with Engineering and design teams to review design standards and challenge costs that are not necessary for data-center functionality, reliability, capacity, or operational needs.
  • Help define cost-aware design standards, alternates, and decision frameworks balancing performance, speed, scalability, and capital efficiency.
  • Interface with co-location providers, general contractors, low-voltage contractors, engineers, and internal stakeholders to resolve scope and pricing ambiguity early.
  • Develop consistent reporting for estimate variance, cost drivers, market trends, negotiation outcomes, and lessons learned across projects.
  • Lead implementation of AI and automation in estimating, including rapid concept estimates, scope extraction, proposal analysis, benchmark comparisons, assumption tracking, and historical-cost intelligence.
