About The Position

Port Tampa Bay (PTB) is seeking an experienced environmental leader to oversee and direct the Port’s comprehensive environmental compliance and stewardship programs while supporting sustainable growth and operational excellence. The Director of Environmental Programs is responsible for managing and directing Port Tampa Bay’s environmental program, ensuring compliance with all applicable local, state, and federal environmental laws, regulations, and policies. Reporting directly to the Vice President of Real Estate, this leadership role oversees environmental staff, manages environmental compliance initiatives, coordinates with regulatory agencies and stakeholders, and supports environmental planning and remediation efforts across Port properties. This position plays a critical role in protecting environmental resources, advancing sustainability initiatives, and supporting strategic development projects throughout the Port.

Requirements

  • Must have extensive knowledge and familiarity with applicable local, state, and federal rules and regulations;
  • Working knowledge of budget practices;
  • Excellent computer skills, including presentation and scheduling software and spreadsheet software;
  • Must have strong relationship management skills and be able to exercise effective relationship building skills at all organizational levels;
  • Must have proven ability to achieve organizational goals and objectives during times of change and growth;
  • Must have proven ability to work with executive leadership, tenants and port community;
  • Must have proven ability to work effectively with people from diverse backgrounds and to lead and motivate others with high degree of positive influence;
  • Must be able to function as a proven leader and a team player and be available 24/7;
  • Must be able to demonstrate above average presentation and interpersonal communication skills, both written and verbal.
  • Must have Bachelor’s degree in a related science discipline (marine science, biology, and chemistry, etc.). Ten years of experience in environmental management. Or a combination of education and experience.
  • Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire.
  • Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).

Responsibilities

  • Develops, implements, and executes the PTB environmental program. Position also provides guidance and oversight to monitor and assist PTB tenants in maintaining their respective environmental compliance programs.
  • Oversees and reviews all marine construction permits issued by PTB in accordance with the Enabling Act, Chapter 95-488 and the PTB Submerged Lands Management Rules.
  • Maintains and updates, as necessary, all required environmental plans, such as the Storm Water Pollution Prevention Plan and the Spill Prevention, Control, and Countermeasure plan.
  • Develops and implements necessary policies and procedures for a variety of Port environmental functions.
  • Regularly leads Port harbor tours with the general public.
  • Assists the Vice President of Real Estate with briefing PTB Commissioners and presenting complex environmental board agenda items at the PTB Monthly Business Meeting upon request.
  • Works closely with port partners during the annual nesting season (April 1 through August 31) to protect nesting migratory shorebirds, who make the ports dredge disposal islands their home each year. Partners include Audubon Florida, the United States Army Corps of Engineers, United States Fish & Wildlife Service, and the Florida Wildlife Conservation Commission. The position also chairs and facilitates the Interagency Migratory Bird Protection Committee meeting, as necessary.
  • Acts as chair of the Migratory Bird Protection Interagency Committee
  • Provides technical support to the Environmental Protection Commission of Hillsborough County (EPC) staff relating to minor work permitting pursuant to an interlocal agreement between PTB and EPC for delegation of permitting of certain minor work permits from PTB to the EPC.
  • Participates in the procurement process for the selection of environmental engineering consulting firms and directs the consulting firms in assisting PTB in a wide range of environmental matters.
  • Directs the clean-up and remediation activities of port properties utilizing environmental engineering consultants.
  • Oversees brownfield and other waste clean-up programs through the Florida Department of Environmental Protection and EPC.
  • Oversees environmental site assessment as necessary on port properties, including, baseline and exit audits of leasehold premises and environmental assessments of existing and prospective real estate acquisitions.
  • Provides technical support and input to the PTB Real Estate department on matters involving environmental contamination on existing PTB owned real estate and prospective real estate acquisitions.
  • Keeps abreast of new and revised changes to all applicable environmental rules and regulations to maintain full compliance within the port.
  • Directs and acts as liaison with regulatory agencies relating to environmental compliance and permitting matters.
  • Prepares and directs departmental budget for environmental capital projects and day-to-day operations.
  • Represents port on committees of national/state trade associations and local organizations, such as the AAPA Environment Committee, Florida Ports Council Seaport Environmental Managers Committee, the Tampa Bay Estuary Program, the Agency on Bay Management, and Keep Tampa Bay Beautiful.
  • Assists other port departments, as necessary, in matters involving environmental issues.
