We are looking for a Director of Engineering & Project Delivery to provide strategic leadership and technical oversight for the Port’s capital program, engineering functions, and project delivery operations. This role leads a multidisciplinary team in planning, designing, and executing complex marine and industrial infrastructure projects, ensuring they meet regulatory requirements, engineering standards, and organizational priorities. The Director serves as a key advisor on long‑term capital planning, budgeting, and facility stewardship; drives effective coordination across internal departments, tenants, and external partners; and upholds the highest standards of professional engineering practice, ethical judgment, and operational excellence in support of the Port’s mission and strategic goals.

Requirements

  • Bachelor’s degree in engineering or an advanced degree in a related technical field is required.
  • A minimum of seven (7) years of experience in engineering and three (3) years’ experience in a supervisory/leadership role is highly desired.
  • Knowledge of local, state, and federal building, environmental and land-use planning regulations pertinent to the Port industry.
  • Demonstrated ability to plan and coordinate facilities modifications or relocations, establish and monitor budgets, and prepare and present reports.
  • Professional Engineer (PE) license in the State of Washington required.
  • Valid, unrestricted driver’s license.
  • Ability to obtain and maintain a valid Transportation Worker Identification Credential (TWIC Card) upon hire.
  • Ability to clearly assign responsibilities and set measurable goals.
  • Strong skills in monitoring workflow, tracking progress, and evaluating results.

Responsibilities

  • Supervises Project Delivery Manager and Project Manager staff; assigns, delegates and tracks progress on all departmental issues requiring resolution.
  • Reviews and assesses monthly departmental schedule of projects and provides guidance on priority of initiatives within the overall schedule.
  • Implements and assists in the development and delivery of the Port’s capital projects.
  • Coordinates major aspects of construction project management on a day-to-day basis, including contract compliance, schedule compliance, quality assurance and quality control, preparation of periodic reports, and the preparation of cost estimates and project budget reports.
  • Develops, or provides direction and coordination of, the development of construction design plans and specifications for complex engineering projects typical to the Port industry. Certifies with Professional Engineer’s seal and signature that engineering designs conform to accepted professional engineering standards, practices, and requirements of law.
  • Inspects Port marine and industrial facilities and recommends repairs, upgrades, and/or replacements.
  • Works with existing and prospective tenants and customers to plan and execute projects within leasehold areas.
  • Reviews design plans and specifications for conformance to project requirements.
  • Prepares, develops, and checks complex specialized contract provisions and design agreements.
  • Conducts pre-bid and preconstruction conferences detailing principal construction features and agreements.
  • Approves final bid documents by signature prior to issuance of a Request for Bids.
  • Prepares complex technical engineering and administrative reports and develops critical correspondence and comprehensive reports in support of engineering projects and decisions.
  • Prepares and oversees permitting processes for the implementation of capital projects and maintenance.
  • Provides analytical data on project trends in labor-hour performance and cost, materials and equipment cost, and overall productivity.
  • Investigates, analyzes, and resolves complex facility issues, concerns, or trends.
  • Develops plans and programs for marketing, facilities, finance, and government relations departments on road, rail, facility planning, and funding and outreach strategies.
  • Participates on annual budget team and serves in a primary role in confirming that important organizational issues are addressed within the budget.
  • Leads and administers long-term capital planning work.
  • Works cooperatively with the Port’s finance team in developing long-term cashflow modeling for the organization.
  • Assists with Port’s facilities management programs.
  • Participates as an active member on Port’s strategic planning team.
  • Ensures that work is conducted in accordance with sound engineering principles, practices, and ethical judgment.
  • Actively supports the Port’s mission and vision and demonstrates values consistently.
  • Works effectively as a team player with all Port employees.
  • Performs other duties as assigned.
