About The Position

Under the direction of the Executive Director of the Indiana Office of Court Services, this position leads and manages a fourteen (14) member team responsible for the delivery of continuing education for Indiana judicial officers, trial court personnel, and elected clerk staff associated with court operations, probation officers, and community supervision teams. The position also oversees programming associated with risk assessment certification, probation officer certification, and court substance abuse management specialist certification. The education director oversees the coordination and development of the division’s continuing education events addressing assessed needs, the management and implementation of education events, and oversees the division’s online learning management system for distance education. The education director consults and collaborates with other divisions or Office of Judicial Administration departments on stakeholder continuing professional development. The education director develops and manages the education division budget.

Requirements

  • Seven (7) years of progressively responsible experience in organizational leadership, management, administrative policymaking, adult education, and program and staff supervision
  • A bachelor’s degree or advanced degree in adult education, business administration, judicial administration, law, public administration, or a related field
  • Professional experience in the legal field includes serving as a person with primary responsibilities of directing the work of others and providing performance feedback
  • Exercise discretion in handling confidential information and materials
  • Maintain personal and business affairs in a manner that ensures public confidence in the integrity, competence, impartiality, and independence of the judiciary as well as avoid situations that could lead to conflict, or the appearance of conflict
  • Interact with all persons in a respectful manner, maintain business-like appearance, and promote harmony in the workplace
  • Interact with executive branch agencies, federal agencies, and judicial officers in a manner that promotes confidence and respect in the Office of Judicial Administration
  • Act as a liaison when interacting with management, staff, internal and external stakeholders to provide program specific information, answer questions, and address issues/problems raised
  • Successfully diffuse elevated conversations and manage conflict resolution
  • Communicating effectively and respectfully with team members, supervisors, and staff in other divisions of the Office of Judicial Administration

Responsibilities

  • Conduct and oversee training needs assessments
  • Liaison with judicial officers attending national conferences for faculty and content recommendations
  • Monitor changes in the law, emerging trends, and advancements in judicial education, including adult learning methodologies, tools, and techniques, by attending professional conferences and maintaining relationships with national and state organizations
  • Evaluate training effectiveness with continual critical review of content and curriculum
  • Recommend and implement changes based on feedback and best practices
  • Collaborate with judicial officers, agency partners, subject matter experts on judicial branch programming
  • Collaborate and utilize information and recommendations from Courts and Committees to inform and assess learning needs and conference content planning
  • Collaborate and utilize information and recommendations from the other IOCS division directors and staff and Office of Judicial Administrative departments as it relates to learning needs and program content development
  • Deliver in-person and virtual training that align to Indiana Supreme Court priorities, state statute, court rules and best practices
  • Support implementation of new policies, procedures, and technology initiatives through training
  • Coordinate with supervisors, leadership, boards, committees, and division staff to develop, implement, and evaluate training programs and division projects
  • Collaborate and participate in multi-disciplinary summit ventures
  • Plan and coordinate conferences and education programs, including agendas, locations, contracts, speakers, calendars, logistical arrangements, registrations, and evaluations
  • Collaborate and work with division staff and faculty to determine nature of training techniques, materials, and training aids
  • Collaborate with Graduate Program Committee on the development and implementation of Graduate Program for Indiana Judges including program application process, working with Committee chair to identify faculty, speaker agreements, event needs, and attending the week-long program
  • Monitor program operations by reviewing expenses, maintaining documentation, analyzing evaluations, and participating in post-event debriefs
  • Provide leadership, direction, guidance, and support to the division’s four teams: judicial, probation/community supervision, court/clerk, and instructional design
  • Supervise and manage direct reports including two team supervisors and logistics coordinator
  • Holds weekly supervisor meetings and attends weekly, bi-weekly, and monthly team meetings
  • Develop and manage division budget, monitor expenses and expenditures, ensure prompt payment, review outstanding purchase orders, and attend quarterly budget review meetings
  • Work with various IOCS division staff to address issues that arise from certification programs
  • Collaborate on the Division’s online learning management platform
  • Oversee and maintain division records and collection of training data, serve as custodian for division training equipment, and determine necessity of ordering conference materials, supplies, and equipment
  • Collaborate with Indiana Supreme Court on the biennial District Meetings and work with the logistics coordinator on district meeting dates, locations, registration
  • Collaborate and work with the logistics coordinator on the biennial judicial officer directory
