About The Position

The Director of Emergency Services and Population Health provides strategic, clinical, and operational leadership for the hospital’s Emergency Department (ED) and Population Health initiatives. This role is responsible for ensuring high-quality emergency care, regulatory compliance, disaster preparedness, and community-centered population health strategies aligned with the needs of Catlina Island’s diverse and often underserved populations. The Director serves as a key member of the hospital’s leadership team, overseeing emergency services operations while integrating care delivery across the continuum, promoting health equity, reducing avoidable utilization, and improving community health outcomes.

Requirements

  • Bachelor’s degree in Nursing, Public Health, Healthcare Administration, or related field (required).
  • Master’s degree in Nursing (MSN), Public Health (MPH), Healthcare Administration (MHA), Business Administration (MBA), or related field (required or strongly preferred).
  • Minimum 3-5 years of progressive leadership experience in Emergency Services.
  • Demonstrated experience with population health, care coordination, or community health initiatives.
  • Active California Registered Nurse (RN) license required.

Nice To Haves

  • Experience in a Critical Access Hospital, rural hospital, or safety net setting preferred.
  • Experience with behavioral health integration, high utilizer programs, or public health partnerships preferred.
  • Grant management or alternative funding experience preferred.
  • Experience leading interdisciplinary teams and managing operational budgets preferred.
  • Experience with emergency preparedness, disaster response, and regulatory compliance activities preferred.
  • Current Basic Life Support (BLS) certification preferred.
  • Advanced Cardiovascular Life Support (ACLS) certification preferred.
  • National Incident Management System (NIMS) or Hospital Incident Command System (HICS) training preferred.
  • Additional emergency or population health related certifications preferred.

Responsibilities

  • Provide 24/7 administrative and clinical oversight of the Emergency Department, ensuring safe, efficient, and patient centered care.
  • Ensure compliance with EMTALA, Title 22, CMS Conditions of Participation, and Critical Access Hospital regulations.
  • Collaborate with Los Angeles County EMS Agency, local fire departments, ambulance providers, and law enforcement.
  • Lead ED throughput, flow, and capacity management while maintaining patient safety and quality standards.
  • Develop and monitor ED quality metrics including door to provider time, LWBS, patient experience, and clinical outcomes.
  • Oversee staffing models, scheduling, productivity, and competency validation appropriate to a Critical Access Hospital environment.
  • Support trauma stabilization, transfer protocols, and coordination with tertiary referral centers.
  • Lead the hospital’s population health strategy, aligning emergency services with primary care, post-acute care, behavioral health, and community resources.
  • Identify and target high utilizer and high-risk populations to reduce preventable ED visits and hospitalizations.
  • Partner with community organizations, public health agencies, and social service providers across Los Angeles County.
  • Advance health equity initiatives addressing social drivers of health including housing instability, food insecurity, and access to care.
  • Utilize data and analytics to drive care coordination, outreach, and outcome improvement.
  • Support grant development, alternative payment models, and innovative programs relevant to Critical Access Hospitals including rural health, paramedicine, and care transition models.
  • Ensure readiness for CMS, CDPH, Joint Commission (if applicable), and Los Angeles County regulatory reviews.
  • Lead emergency preparedness programs including: Hazard Vulnerability Analysis (HVA), Emergency Operations Plan (EOP), Disaster drills and after action planning.
  • Collaborate with Quality, Risk, and Infection Prevention to reduce adverse events and improve outcomes.
  • Promote a culture of high reliability, just culture, and continuous improvement.
  • Develop and manage departmental budgets for Emergency Services and Population Health programs.
  • Monitor supply utilization, contract services, and cost containment while maintaining quality.
  • Evaluate program ROI, utilization patterns, and reimbursement impacts.
  • Support strategic planning for service expansion, community needs assessments, and workforce development.
  • Serve as a visible, engaged leader and mentor to clinical and non clinical teams.
  • Foster interdisciplinary collaboration across nursing, medical staff, ancillary services, social work, and administration.
  • Participate in hospital wide committees and medical staff activities.
  • Represent the organization in community, county, and regional initiatives.
  • Perform other duties as assigned in support of organizational goals and patient care operations.
