About The Position

The NYC Early Intervention Program serves children ages birth to three years with developmental delays and disabilities. The EI Systems Unit supports service authorization, delivery and payment by troubleshooting case management system issues, facilitating service authorizations, and ensuring payment to vendors. Reporting to the Director of Administration and Data, the Director of EI Systems will oversee a unit of approximately 18 people that has two primary responsibilities: acting as a Help Desk for staff and providers in troubleshooting case problems in the EI Hub, the NYS DOH BEI online case management system; and authorizing, paying, and claiming for services. The Director will be an experienced manager of large teams who is able to develop and maintain morale, structure and accountability. The Director will have a professional, collaborative approach that balances achievement of unit goals with support to unit staff. The Director will develop a deep knowledge of the EI Hub, and familiarity with NYC fiscal processes; support three supervisors and a team in their work and growth; and cultivate a customer service attitude in working with internal and external stakeholders.

Requirements

  • A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning
  • Four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization
  • 2 years of managerial or executive experience

  • Experience with NYC fiscal systems (PAYRS, FMS, ConTrak, PassPort) or analogous fiscal management/payment systems is a plus
  • Ability to lead staff in collaborative problem-solving and conflict resolution
  • Familiarity with social/medical service authorization and billing is a plus

Responsibilities

  • Oversee three supervisors in the EI Hub Help Desk and the Transportation/Respite units
  • Support a cohesive team, and support unit morale and staff work and growth, including both long-standing staff and new hires
  • Develop and implement policies, procedures, timelines, supervision and quality assurance to ensure efficiency, accuracy, timeliness and productivity
  • Collaborate with supervisors and staff in researching and resolving EI Hub case issues
  • Communicate with EI staff at other sites, NYS DOH BEI, and the EI Hub vendor regarding issues
  • Ensure that bus and respite services are authorized and paid timely and accurately
  • Ensure that claims are entered timely and accurately to ensure NYC revenue
  • Oversee supervisors’ fiscal processing in FMS, PAYRS and PassPort
  • Monitor transportation and respite spending and provide feedback to program staff regarding status
  • Monitor reports, processes and productivity; identify and test quality improvements
  • Facilitate open communication with other units and stakeholders
  • Collaborate with other units and Bureaus on additional projects such as analyses, audits, and communications with stakeholders
