About The Position

Early Intervention (EI) is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It reduces the likelihood of delays among at-risk children, assists and empowers families to meet their child's and their own needs, and entitles children, regardless of race, ethnicity or income, to services through the program. A key tool for identifying children in need of EI Services is developmental screening conducted by professionals of all disciplines, caretakers and parents, using a validated instrument such as the Ages and Stages Questionnaire (ASQ). The new Developmental Screening initiative requires quantitative and qualitative data collection, analysis and evaluation to identify outcomes, implementation challenges, and best practices.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to the above.
  • All candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '3' above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above.

Responsibilities

  • Learn EI program operations as they pertain to this role.
  • Design and carry out program evaluations including conceptualizing the research questions and objectives, identifying the outcome measures, designing the methodological approach, developing and implementing data collection and data management systems and processes, cleaning, analyzing, and interpreting data, and drafting and presenting results.
  • Code and analyze complex administrative data and produce reports to support program operations using SAS, R, PowerBI and other tools.
  • Collaborate with project staff and management to ensure common understanding of project goals, operations, and evaluation questions and methods.
  • Provide project management support to the Director of Research and Analysis, including internet research and literature reviews; drafting, reviewing and editing written materials; preparing IRB, legal and grant materials; designing, coordinating and executing special projects, providing ad hoc training to BEI staff; and providing occasional administrative support.
