About The Position

The City of Baltimore Digital Services team simplify and increase access to City services through technology. Accessibility, equity, and efficiency are central tenets of the team’s mission, and its principal approaches are human-centered design and agile digital product development.

Requirements

Bachelor of Science degree in Information Technology, Computer Science, Computer Engineering or a related discipline from an accredited college or university
Seven years of application programming, systems design, hierarchical/relational database management and/or GIS experience
Three years of supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing, and promoting of subordinate employees.
Excellent verbal and written communication skills.

Nice To Haves

Previous IT experience in government is preferred.
Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred

Responsibilities

Manage day-to-day operations of the Baltimore Digital Service team, including reviewing direct report work product, assigning project work, solving technical and non-technical problems, resolving conflict, making strategic decisions, defining project scopes and timelines, creating an inclusive and productive team culture, performance management, hiring, and training.
Manage stakeholders and build relationships to ensure successful delivery of tools and products, including agency heads and directors, IT professionals, front-line service workers, Mayor’s Office staff, academic institutions, non-profit and philanthropy leaders, and residents.
Leads the development of strategies, tools, and documents that aid in wide-spread adoption of digital service skills and approaches such as Agile project management and contracting, human-centered and user experience design, modern data stacks, and open source software.
