About The Position

The Director of Data Impact leads the organization’s strategy for data management, analytics, and program performance measurement. This role ensures that organizational data is accurate, consistent, and accessible, and that it is used effectively to guide decision-making, strengthen program outcomes, and demonstrate impact to funders, leadership, and the community. The Director of Data Impact is responsible for establishing and standardizing performance metrics across all programs, ensuring high-quality data collection and reporting, and translating data into actionable insights for program and executive leadership. This position serves as the organizational lead for the agency’s Electronic Health Record (Qualifacts/InSync) and other data systems, ensuring they support both regulatory reporting requirements and strategic learning. Working closely with program leadership, clinical staff, compliance, and executive leadership, the Director promotes a culture of data-informed decision-making and continuous improvement across the organization.

Requirements

  • Bachelor’s degree in data analytics, public administration, public health, information systems, or related field (Master’s degree preferred).
  • 3-5 years’ experience managing organizational data systems, analytics, or program evaluation in a human services, healthcare, or nonprofit setting.
  • Project management experience preferred.
  • Experience with Electronic Health Records, preferably Qualifacts/InSync, and familiarity with HMIS systems.
  • Demonstrated ability to design performance metrics, dashboards, and reporting frameworks.
  • Strong analytical, communication, and cross-departmental collaboration skills.
  • Experience translating complex data into actionable insights for leadership and program staff.

Responsibilities

  • Data Strategy and Governance Develop and implement the organization’s data strategy to support program performance, compliance requirements, and strategic decision-making.
  • Ensure organizational datasets are accurate, complete, and consistent across platforms and reporting systems.
  • Establish and maintain data governance practices, including policies, procedures, and safeguards to protect confidential and proprietary information.
  • Maintain documentation standards for data collection, reporting processes, and system workflows.
  • Monitor data quality and ensure staff follow established protocols for documentation and reporting.
  • Organizational Metrics and Program Performance Lead the development and standardization of program performance metrics across all agency programs.
  • Partner with program and clinical leadership to define meaningful indicators that measure program outcomes and operational effectiveness.
  • Develop dashboards and performance reports that enable leadership to monitor program outcomes and operational trends.
  • Produce regular program outcome reports for executive leadership, program directors, clinical leadership, and the Board of Directors.
  • Provide program teams and clinicians with actionable insights that support continuous improvement and understanding of client outcomes.
  • Identify trends, performance gaps, and opportunities for improvement through data analysis.
  • Ensure data collection processes balance accountability requirements with operational feasibility for staff.
  • Reporting and Funder Compliance Maintain a comprehensive reporting calendar to ensure timely completion of all internal and external reporting requirements.
  • Oversee the lifecycle of federal and state reporting, including the execution of HUD Annual Progress Reports in Sage and the management of quarterly IDHS submissions via the Illinois Homeless Reporting Portal.
  • Coordinate data collection and reporting required by foundations and other grant funders.
  • Ensure reports are accurate, timely, and clearly communicated for their intended audiences.
  • Oversee the design and development of internal and external reports that support organizational transparency and accountability.
  • Electronic Health Record (Qualifacts / InSync) Serve as the organizational lead for data and system optimization within the Qualifacts/InSync Electronic Health Record platform.
  • Oversee system configuration, workflow design, and reporting functions to ensure efficient documentation and reliable data capture.
  • Collaborate with clinical leadership and compliance staff to ensure client records meet regulatory and documentation standards.
  • Lead development of EHR reporting tools and dashboards to support program evaluation and operational oversight.
  • Ensure data extracted from the EHR and other sources is structured and reliable for analysis and outcome measurement.
  • Identify opportunities to improve documentation workflows and reduce administrative burden while maintaining data quality.
  • Homeless Management Information System (HMIS) Serve as the organization’s HMIS Agency Technical Administrator.
  • Oversee quarterly Data Quality reviews and submissions to HMIS.
  • Ensure compliance with HMIS data completeness and timeliness standards.
  • Coordinate alignment between the agency’s EHR data and Chicago’s HMIS system to ensure reporting accuracy and consistency.
  • Continuous Improvement and Collaboration Evaluate manual documentation and data collection processes and recommend improvements through automation or workflow redesign.
  • Partner with program leadership, compliance staff, and administrative teams to ensure data systems support operational needs.
  • Promote a culture of data-informed decision-making throughout the organization.
  • Translate complex data into clear insights that support leadership decision-making and program improvement.
