About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates for the position of Director of Data Governance. This role leads the enterprise data governance program by defining governance architectures, establishing statewide standards, and operationalizing multi-agency data security compliance and data quality frameworks. The position presents enterprise data risk posture to executive leadership and oversight bodies to secure approval and guide strategic planning, investment decisions, and corrective action. It oversees data quality and observability capabilities by defining measurable standards, implementing monitoring and lineage awareness controls, and ensuring consistent risk mitigation across agencies while ensuring that enterprise data is findable, accessible, interoperable, and reusable. The role also facilitates functional governance councils and partners with legal, security, and compliance teams to establish enforceable data controls, accountability structures, classification and retention standards, and enterprise incident remediation processes.

Requirements

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, information technology, computer science, Data Science, Law, or related field.
Requires four (4) years of progressively responsible professional experience in data governance, enterprise data management, compliance, privacy, or information policy, preferably in the job-related subject matter area.
Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.
Requires the ability to verify identity.
Requires employment authorization to accept permanent full-time position with the State of Illinois.
Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history.
Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone and any other required equipment or devices.
Requires ability to travel in performance of duties.
Requires the ability to attend seminars, conferences and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties.
Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45.
Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest.

Four (4) years of professional experience interpreting statutory, regulatory, audit, and compliance requirements and translating them into enforceable operational governance policies, frameworks, standards, and controls that are defensible in highly regulated organizations.
Four (4) years of professional experience enabling the FAIR (Findable, Accessible, Interoperable, Reusable) framework through the development and implementation of enterprise data governance, quality, and metadata practices that support statewide data discoverability, and reuse.
Four (4) years of professional experience in data quality management, including establishing measurable dimensional data quality standards, defining enterprise quality thresholds, and overseeing quality rule implementation.
Three (3) years of professional experience implementing and managing data observability platforms, including monitoring, anomaly detection, lineage aware quality controls, operational diagnostics, and enterprise risk reduction practices.
Three (3) years of professional experience implementing and operationalizing enterprise data cataloging and lineage solutions, including establishing metadata standards, integrating automated lineage capture, and supporting multi agency transparency and traceability.
Three (3) years of professional experience leading cross functional data governance councils or working groups, including establishing charters, defining decision rights, resolving cross domain issues, and aligning multi agency stakeholders.
Four (4) years of professional experience designing domain based accountability structures, data classification and retention standards, and managing enterprise level data risk incidents through remediation and corrective action plans.
Advanced analytical skills using enterprise data to improve service delivery, operational performance, and policy decision making, including reducing redundancy and enhancing statewide data accessibility.
Extensive knowledge of access governance, security alignment, and privacy related data control standards, including collaboration with legal, security, and compliance leadership to establish and maintain enterprise controls.
Developed verbal and written communication skills with a proven ability to clearly articulate to present technical concepts to both technical and non-technical audiences through documentation, presentations, and collaboration.

Responsibilities

Serves as the Director of Applied Analytics for the Department of Innovation & Technology, planning, developing, organizing, controlling, and managing enterprise data governance initiatives to evaluate program operations, service delivery effectiveness, fiscal impact, and performance outcomes.
Leads the enterprise data quality and data observability program to ensure measurable governance outcomes and enterprise transparency.
Works with cross-functional team members to identify and prioritize cataloging of actionable, high-impact data processes and insights across a variety of core business areas.
Provides enterprise leadership for operationalization of governance councils, working groups, and stewardship structures in support of the Data Governance Council.
Acts in a confidential and policy-making capacity advising executive leadership on enterprise data risk posture, governance maturity, and regulatory compliance.
Serves as full-line supervisor.
Keeps abreast of new developments in the information technology field by continuing education through online training platforms, in person meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
