About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates with the opportunity to work in a dynamic, creative thinking, problem solving environment. This position serves as the Deputy CIO of Products supporting the Illinois Department of Human Services (IDHS) driving the development and implementation of statewide policies and standards for product delivery and application development, expertly managing cross-functional teams to deliver critical human services systems. In this role you will serve as a trusted representative for the CIO, influencing key stakeholders across private, state, and federal agencies, while ensuring robust governance, compliance, and continuous improvement through coordinated standards enforcement and innovative project leadership. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunication or directly related field.
  • Requires four (4) years of progressively responsible administrative experience in management information systems and computer systems in a public or business organization.
  • Requires four (4) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.

Nice To Haves

  • Ten (10) years professional hands-on coding experience in full-stack web-based application development using Java, .NET, Angular, and enterprise-level data processing with SQL andDB2, including designing scalable and secure applications, mentoring developers, and applying modern development practices such as version control and CI/CD.
  • Four (4) years of experience leading enterprise-level software architecture initiatives, including the design and implementation of microservices- based systems, RESTful APIs, and cloud-native platforms (e.g., Azure, AWS, GCP), with demonstrated impact on system scalability and maintainability.
  • Four (4) years of professional experience managing cross-functional teams, including developers, UX/UI designers, QA, and business analysts in an Agile or hybrid development environment, with a proven track record of delivering complex IT solutions on time and within budget.
  • Four (4) years of professional experience working collaboratively with engineering teams in the performance tuning and optimization of large-scale, mission critical applications, including latency reduction strategies, load balancing, and the use of system monitoring tools.
  • Four (4) years of professional experience managing the full product lifecycle, from strategic planning and stakeholder engagement through requirements gathering, development, testing, deployment, and post-launch support, preferably in a public sector or regulated environment.
  • Four (4) years of professional experience architecting and implementing CI/CD pipelines using Azure DevOps, GitHub Actions, or similar tools, with a focus on automated testing, deployment, and rollback strategies to support continuous delivery and high system availability.
  • Ability to gain and maintain effective working relationships.
  • Master’s degree in Computer Science or Information Systems

Responsibilities

  • Subject to management approval, serves as the Deputy Chief Information Officer of Product Delivery for the Department of Innovation & Technology (DoIT), supporting the department of Human Services (DHS, formulating, developing, and implementing new and revised statewide policies and procedures for the Product Delivery/Application Development/Web Services area.
  • Speaks on behalf of the Chief Information Officer (CIO) and serves as representative to private, state, and federal agencies regarding IT application development needs, procurements, and maintenance.
  • Serves as full-line supervisor.
  • Administers and implements, in conjunction with Infrastructure Support and Data Analytics groups, the development and maintenance of overall DoIT standards and procedures.
  • Formulates the Product Delivery/Application Development/Web Services budget and monitors expenditures to ensure adherence to budgetary guidelines at DHS and for DoIT-DHS.
  • Keeps abreast of new developments in the Product Delivery/Application Development/Web Service field.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
