About The Position

Maryland’s new Family and Medical Leave Insurance (FAMLI) program will provide up to 12 weeks of job-protected paid leave for eligible workers to care for themselves or their loved ones in January 2028. Covering 2.6 million workers and 160,000 employers, FAMLI is being built from the ground up as a digitally native, public-facing service—representing a significant modernization of how Maryland delivers benefits. We are currently in the implementation phase of building a service with the reach and complexity of a program like unemployment insurance. FAMLI’s Data and Performance Analytics team is the Division’s engine for evidence-based decision-making. This team is responsible for integrating data across all functions—from claims and contributions to customer service and program integrity—to ensure we are meeting our mission with efficiency and accountability. By translating complex datasets into clear, actionable insights, this team provides the visibility necessary to manage a program of this scale and complexity. We are looking for our first Director of Data and Performance Analytics to build this function from the ground up. This is a rare opportunity for a visionary leader to design the Division’s data strategy and governance framework while simultaneously delivering the "analytics-as-a-service" that our leadership needs to launch and grow the program. You will lead a high-performing team of analysts and data scientists, fostering a culture where data is not just a reporting requirement, but a strategic asset used to solve problems in real-time. There is no existing playbook for this role. We need an action-oriented leader who can balance the long-term work of building a modern data ecosystem with the dynamic and urgent analytical needs of a statewide program launch. Requirements

  • Bachelor’s degree from an accredited college or university
  • Eight (8) years of experience in performance management, analytics, business intelligence, data management, or a related field
  • Three (3) years at the supervisory or management level, or three (3) years as a management consultant supporting senior executive clients
  • Proven success leading high-level performance management and analytics, data strategy, or data governance initiatives within a large-scale organization

Nice To Haves

  • Master’s Degree in Public Administration, Public Policy, Business Administration, or a similarly relevant field
  • Expertise in directing the design of business intelligence (BI) solutions, reports, processes, and performance metrics that drive operational efficiency
  • Proven experience designing and executing an organization-wide data strategy in a rapid-growth or implementation environment
  • Advanced knowledge of data governance frameworks, including metadata management, data security, and the establishment of data quality standards
  • Demonstrated success partnering with senior leadership and technical teams to align data infrastructure with programmatic and statutory goals
  • Success in recruiting, managing, and developing high-performing data and analytics teams
  • Familiarity with managing data within the regulatory and compliance frameworks of state or federal government programs

Responsibilities

  • Develop and lead the execution of a comprehensive, organization-wide data and analytics strategy that advances the Division’s mission, goals, and operational priorities
  • Represent the Division’s programmatic requirements, in partnership with FAMLI’s Digital Services team, to ensure the design and maintenance of the organization’s enterprise-wide data architecture successfully integrates data from all key FAMLI platforms and systems, in order to enable end-to-end, cross-functional analytics
  • Provide strategic guidance on data-related components of implementation projects, policy initiatives, and program changes to ensure data needs and analytics capabilities are properly incorporated in early planning and design
  • Champion a culture of data-driven decision-making across the Division by partnering with senior leaders; setting clear expectations for the use of data in planning, operations, and evaluation; ensuring leaders have access to meaningful, timely insights; promoting data literacy and effective use of analytics tools; and communicating the strategic value of analytics in clear, accessible ways
  • Represent the FAMLI Division and MD Labor in intraagency and statewide data and analytics forums, working groups, and governance bodies, serving as the primary liaison to partners across the agency and state to align data priorities, improve data sharing, strengthen statewide analytic capacity, and coordinate cross-program initiatives
  • Develop and lead the execution of the Division’s data governance and integrity structure; including establishing data standards and policies that follow industry best practices for data lifecycle management, defining roles and responsibilities, and incorporating evaluation of data governance practices for continuous improvement
  • Develop and lead execution of a metadata management strategy, including developing processes for obtaining stakeholder input, leveraging metadata to perform impact analysis of potential data changes, and approving changes and additions to metadata
  • Collaborate with the Digital Services team’s data and infrastructure engineers to establish and oversee data security
  • Establish, oversee, and enforce policies and supporting processes for sharing data across the Division
  • Design and oversee an analytics-as-service function for the FAMLI Division’s senior leadership, Chiefs, and Directors, establishing processes for identifying data gaps and requirements, defining performance measures, setting benchmarks, and aligning analytics with program, domain, and directorate goals and needs
  • Direct the design, development, and implementation of business intelligence dashboards, reports, and performance metrics that clearly communicate insights for improving business processes and program operations to leadership and staff
  • Ensure timely, accurate analysis and outcome-focused reporting that enables operational leaders to track progress against Division goals and statutory requirements
  • Ensure requests from Division leaders and external stakeholders for data and performance analysis are prioritized and managed effectively, balancing recurring reporting with ad hoc leadership inquiries
  • Hire, supervise, and mentor a high-performing team, fostering deep subject matter expertise in analytics, data science, and business intelligence
  • Guide the team in adopting and standardizing efficient tools, methods, and frameworks for analysis and reporting, implementing them as shared services for teams across the Division to strengthen program delivery and business operations
  • Foster a culture of excellent customer service by building strong relationships with domains, directorates, and teams, ensuring responsiveness to their needs
