About The Position

The Director of Contracts provides strategic leadership and operational oversight for all AbilityOne contracts and designated Job One entities under the direction of the Chief Operating Officer. This position is responsible for ensuring compliance with contract Statements of Work (SOW), managing staffing and operational resources, fostering strong customer relationships, and driving contract performance and profitability. The Director oversees contract operations, reporting, training, equipment and supply management, regulatory compliance, and continuous improvement initiatives. As a key member of the leadership team, this individual must maintain a comprehensive understanding of all Job One service lines and champion the organization's mission of creating meaningful employment opportunities for individuals with disabilities.

Requirements

  • Bachelor's degree and a minimum of five (5) years of management experience required; OR Ten (10) years of progressive management and operational experience in a related field.
  • Minimum of five (5) years of management experience, including federal contract management.
  • Demonstrated ability to manage departmental budgets and financial performance.
  • Proven leadership, team development, and performance management experience.
  • Experience collaborating with administrative and senior-level leaders in corporate, government, or nonprofit environments.
  • Exceptional organizational, managerial, and communication skills.
  • Proven ability to implement new technologies, processes, and procedures while ensuring consistency and accountability within the department.
  • Commitment to respecting the rights and dignity of individuals with disabilities and advocating on their behalf.
  • Ability to collaborate effectively with diverse stakeholders and constituencies.
  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
  • Proficiency in Google Workspace applications.
  • Experience with Human Resource Information Systems (HRIS), such as Paycor or similar platforms.
  • Experience with janitorial inspection and quality assurance software, such as Otuvy or comparable applications.
  • Valid Class E Driver's License (or equivalent) upon hire.
  • First Aid/CPR Certification upon hire.
  • Mental Health First Aid Certification upon hire.
  • Gentle Teaching Certification upon hire.
  • Ability to obtain and maintain a government security clearance.
  • Successful completion of criminal background and abuse screenings.
  • Successful completion of drug and alcohol screening requirements.
  • Strong analytical and mathematical skills.
  • Ability to manage multiple priorities, deadlines, and responsibilities simultaneously.
  • Excellent written, verbal, and interpersonal communication skills.

Responsibilities

  • Demonstrate consistent support for and adherence to the organization's P.E.O.P.L.E. Values Statement.
  • Serve as a member of the leadership team, contributing to organizational strategy and operational excellence.

  • Maintain a current working knowledge of AbilityOne and SourceAmerica programs, requirements, policies, and resources.
  • Ensure full compliance with Statements of Work for all assigned contracts.
  • Complete all SourceAmerica and contractual compliance reports accurately and on time.
  • Conduct annual audits and inspections to ensure compliance with OSHA and other applicable safety regulations.
  • Perform regular quality assurance inspections in accordance with contract Quality Control Plans.
  • Ensure all contract requirements are met in accordance with organizational and customer expectations.
  • Ensure compliance and proper reporting of all FARS clauses within contracts.
  • Complete all Source America required reporting for direct labor ratio and any other compliance reporting.
  • Oversee daily operations of all AbilityOne contracts and designated Job One entities.
  • Ensure all worksites are safe, clean, and compliant with applicable regulations and standards.
  • Provide direct project management support for contracts that do not have an assigned Project Manager.
  • Manage equipment, supplies, and inventory to support operational effectiveness.
  • Ensure all equipment is properly maintained and operating efficiently.
  • Oversee department vehicle maintenance schedules and coordinate repairs as needed.
  • Monitor contract performance and profitability.
  • Manage departmental budgets and purchasing activities.
  • Ensure accurate and timely financial and operational reporting.
  • Partner with the Finance Department to ensure contract requirements are met and reporting data remains accurate and compliant.
  • Oversee the full employee lifecycle, including assessment, hiring, onboarding, development, and performance management.
  • Supervise, coach, and support direct reports.
  • Provide ongoing training and professional development opportunities.
  • Establish clear expectations and accountability measures for employees.
  • Delegate responsibilities effectively to maximize department performance and employee growth.
  • Develop and maintain strong relationships with customers, SourceAmerica representatives, and other key stakeholders.
  • Respond promptly, professionally, and effectively to customer requests, concerns, and inquiries.
  • Participate in SourceAmerica meetings, events, and training programs as assigned.
  • Promote strong communication and collaboration across departments to improve organizational effectiveness.
  • Identify, evaluate, and pursue new AbilityOne contract opportunities.
  • Support organizational growth initiatives through relationship development and strategic planning.
  • Collaborate with internal teams to improve service delivery, reporting processes, and operational efficiency.
