About The Position

NTT DATA currently seeks an accomplished Director of Contracts, Subcontracts, and Procurement for our Federal business unit. This is a senior leadership role responsible for overseeing the full lifecycle of federal contracts, commercial subcontracts, and corporate procurement activities within a mid‑sized federal government IT services contractor. This individual will serve as the company’s primary subject matter expert on U.S. federal acquisition regulations, ensuring all contract and procurement activities align with federal requirements, company policies, and strategic business objectives. The ideal candidate brings deep experience in federal contracting, exceptional communication abilities, and a proven history of leading high‑performing teams within a contractor’s corporate shared services environment. This role reports to senior executive leadership and interfaces regularly with all levels of the organization, federal agency representatives, auditors, and industry partners and competitors.

Requirements

  • Bachelor’s degree in business administration, public administration, accounting, finance, marketing, or a related discipline.
  • Minimum 15 years of experience in U.S. federal contract administration within a federal contractor environment.
  • Minimum 10 years of experience managing teams in a corporate shared services or centralized contracts/ procurement organization.
  • Minimum 10 years of experience researching, interpreting, and applying federal acquisition regulations (FAR, DFARS, GSAR/GSAM, agency FAR supplements, etc.).
  • Minimum 10 years of experience reviewing and negotiating terms and conditions of U.S. federal contracts and commercial subcontracts within the federal supply chain.
  • Minimum 10 years of experience supporting pricing activities for federal contracts, including cost‑reimbursement contract types.
  • Minimum 10 years of experience administering GSA MAS, GWACs, IDIQs, and agencywide acquisition contracts.
  • Minimum 10 years of experience interacting with federal auditors (GSA, DCAA, DCMA, DoL), including CPSR participation and oversight.

Nice To Haves

  • Master’s degree in business administration, public administration, accounting, finance, marketing or a related discipline.
  • Prior leadership of CPSR‑approved purchasing systems or experience remediating CPSR findings.
  • Roles in foreign-owned businesses governed by the Defense Counterintelligence and Security Agency (DCSA).

Responsibilities

  • Lead and manage the Contracts, Subcontracts, and Procurement departments providing strategic direction, operational oversight and business advice.
  • Serve as the company’s primary subject matter expert on U.S. federal acquisition regulations, including FAR, DFARS, GSAR/GSAM, agency‑specific FAR supplements.
  • Oversee negotiation, administration, and compliance of all federal contracts and commercial subcontracts, ensuring favorable terms and strict adherence to regulatory requirements.
  • Oversee the corporate Subcontracts and Procurement Director and team activities, including vendor qualification, purchasing system compliance, and supply chain risk management.
  • Provide expert guidance on contract structures, terms, pricing models, and risk mitigation strategies across cost‑reimbursement, fixed‑price, T&M, and incentive‑based contracts.
  • Manage the administration of GSA Multiple‑Award Schedule (MAS) contracts, Governmentwide Acquisition Contracts (GWACs), multiple‑award IDIQ vehicles, and other agencywide acquisition contracts.
  • Lead corporate response and engagement with federal oversight bodies, including GSA, DCAA, DCMA, DoL, and other agency auditors.
  • Oversee company readiness and participation in compliance audits such as CPSR, DoL SCLS reviews, GSA pre‑award and annual MAS assessments, and other federal oversight evaluations.
  • Work collaboratively with executive leadership, program managers, finance, legal, and business development to support proposal submissions, strategic initiatives, and operational delivery.
  • Communicate complex contractual and regulatory issues clearly and effectively up and down the chain of command.
  • Establish and maintain internal policies, processes, and controls in an ISO 9001-certified environment that ensure compliant contract administration and procurement operations.
  • Mentor, develop, and evaluate staff, fostering a culture of continuous improvement and professional excellence.
