About The Position
SciTec, a subsidiary of Firefly Aerospace, is a defense contractor specializing in advanced technologies for U.S. National Security and Defense. For over 45 years, SciTec has supported Department of Defense customers by developing innovative remote sensing algorithms, tools, and techniques for data exploitation in areas such as missile defense, intelligence, surveillance, & reconnaissance, space domain awareness, and aircraft survivability. SciTec is seeking qualified candidates for the Contract/Subcontract Manager position to support organizational growth through best practices in drafting, reviewing, and negotiating contracts. This role requires U.S. citizenship due to the nature of U.S. government contracts.
Requirements
- Strong knowledge and hands-on experience with variety of contract types (FFP, T&M, Cost/Cost-plus); understanding of the principles related to agreements under Other Transaction Authority (OTA) and Uniform Commercial Code (UCC).
- Strong knowledge of (i) FAR / DFARS, and (ii) The NCMA Contract Management Standard™ or equal industry-recognized contract management standard. Demonstrated ability to draft and negotiate contractual language
- Professional Contract Management Certification (CPCM, CFCM)
- Bachelor's degree with at least 15 years of experience in Contract Management, OR a Masters’ degree with at least 10 years of experience (a degree should be in Business or relevant area of specialty. ) Note: for the purpose of this position, experience in Project Management or purchasing will not be deemed equivalent
- Ability to work independently and collaboratively as part of a dynamic, high-performance team to proactively resolve contractual issues. Must be able to prioritize multiple responsibilities and ensure timely accomplishment.
- Must-have knowledge and ability to analyze complex proposal data, contract terms, data rights issues, CMMC requirements. Conduct research on specific topics.
- U.S. Citizenship and the ability to obtain and maintain active Top Secret Security Clearance.

Responsibilities
- Draft, review and negotiate contracts/subcontracts, modifications, teaming and nondisclosure agreements (NDA), terms and conditions, and other contract/subcontract related documents
- Provide active assistance to project teams in management, execution and resolution of issues related to contract/project management and accounting (e.g. contract type, cost allowability, payment/milestone schedules, inspection/acceptance criteria, other terms)
- Serve as in-house expert on interpretation of FAR / DFARS clauses and contractual provisions.
- Maintain comprehensive and reliable contract and subcontract records (e.g. proposals, contracts, correspondence, modifications)
- Develop and maintain effective business relationships with the customers, partners and subcontractors
- Prepare subcontract-level bid packages consistent with the company templates, develop the flowdowns. Coordinate timely request/review of subcontractor’s proposals. Evaluate, perform price/cost analysis, identify risks
- Negotiate subcontract pricing, terms and conditions, prepare/issue subcontracts.
- Closely collaborate with business operations departments (e.g. Accounting, Security, Project Control, Information Assurance)
- Manage administrative tasks, as needed, including the coordination and support of Organizational Conflict of Interest procedures (OCI), inspection/acceptance routines, billing and payment, completion of forms, and ongoing communication with the external parties.
- Assist with new business pursuits by drafting and negotiating NDAs, Teaming Arrangements, completing forms, certifications
- Support prime proposal preparation including examination of solicitation requirements, including but not limited to terms and conditions, cost/pricing, data rights, security and cybersecurity, to adequately assess risks in accordance with company policies and legal requirements
- Review vendor’s terms and conditions, assist with procurement
- Participate in the development, periodical revision and implementation of the company’s contract-related templates
- Perform the duties in compliance with company policies and procedures. Exercise diplomacy and tact in communications with colleagues and external customers
- Occasional travel; less than 10%
