About The Position

The Director of Congregate Housing oversees the operational management, contractual compliance, and clinical oversight of four congregate housing programs serving adults who have experienced homelessness, and those who are living with HIV/AIDS. The Director of Congregate Housing is responsible for ensuring alignment with all relevant local, state, and federal regulations while promoting the delivery of trauma-informed, harm reduction-based supportive services, in keeping with the mission, values, and strategic goals of Housing Works/Bailey House.

Requirements

  • Licensed Master Social Worker (LMSW), Licensed Mental Health Counselor (LMHC), or equivalent degree.
  • At least three years of relevant supervisory experience in a social service setting that deals with HIV/AIDS, homelessness, mental health treatment, and/or substance use.

Responsibilities

  • Provide leadership that is proactive in program improvement and sustainability of all clinical and non-clinical metrics. This includes, but not limited to providing staff support, monitoring rent collection, participating in quality assurance and continuous quality improvement efforts, tracking residence occupancy, and leading funder site visits.
  • Continuously monitor and assess program operations to ensure the delivery of high-quality, clinically sound services that reflect best practices and remain aligned with the organization’s values, strategic goals, and contractual obligations.
  • Provide leadership (clinical and programmatic) in crisis situations, specifically through crisis intervention in a way that is trauma informed and respects resident’s autonomy.
  • Provide clinical oversight and support to case management staff to ensure the delivery of comprehensive supportive services, including medical and mental health referrals, home visits, wellness checks, and case conferences.
  • Support recruitment of staff, including interviewing, making hiring recommendations, and identifying training needs to implement capacity building initiatives.
  • Provide structure and accountability in alignment with agency policies and procedures, including the Residential Code of Conduct.
  • Conduct weekly documented supervision and provide ongoing support to applicable program staff.
  • Review monthly rent rolls and collaborate with residents and staff to address arrears and housing stability concerns.
  • Ensure accurate and timely data entry into all required electronic case management and reporting systems, maintaining complete and compliant records for admissions, income changes, service plans, inspections, and discharges in alignment with applicable funder data quality standards.
  • Ensure resident referral, eligibility, intake, and discharge processes comply with internal policies and is consistent with local, state, and federal regulations.
  • Coordinate and ensure annual income verification is completed for all residents; promote strategies to encourage consistent rent payments where applicable.
  • Lead the review and resolution of incident reports in a timely and thorough manner, including communication with funders and stakeholders as needed.
  • Promote resident well-being by organizing recreational activities, holiday events, and tenant meetings.
  • Address program violations proactively to ensure the safety and well -being of the community.
  • Maintain up-to-date program documentation and generate reports for internal and external stakeholders.
  • Oversee petty cash usage and reconciliation; contribute to annual budgeting processes and manage recreational budgets for each program site.
  • Actively participate in Housing Works/Bailey House advocacy efforts and mobilizations to end homelessness and HIV/AIDS.
