About The Position

Zayo is seeking a strategic and experienced Director of Compliance, U.S. & Canada to lead HR compliance across our U.S. and Canadian operations. This highly visible role will help shape our approach to employment compliance, labor relations, policy governance, and risk management while supporting a growing and evolving organization. As a trusted advisor to senior leaders, you'll translate complex regulatory requirements into practical business solutions, identify and mitigate risk, and build scalable programs that promote integrity, accountability, and a consistent employee experience. You'll partner closely with Legal, Total Rewards, HR Business Partners, Employee Relations, Finance, Commercial, and Technology teams while leading key cross-border initiatives, including Canadian labor relations and collective bargaining. This is an opportunity for an experienced compliance leader to influence strategy, modernize practices, and help the organization balance strong governance with business agility.

Requirements

  • Bachelor's degree in Human Resources, Business, Industrial/Organizational Psychology, Law, or a related field
  • 10+ years of progressive experience in HR compliance, employee relations, employment law, or a related discipline, including 6+ years in a leadership capacity
  • Strong knowledge of U.S. and Canadian employment and labor laws, employment standards, and HR compliance practices
  • Demonstrated experience assessing organizational risk and translating complex legal or regulatory requirements into practical business solutions
  • Experience leading complex investigations, compliance initiatives, or cross-functional programs
  • Strong judgment and demonstrated ability to handle sensitive and confidential information with discretion and integrity
  • Excellent communication, analytical, project management, and stakeholder-management skills
  • Proven ability to influence senior leaders and build effective partnerships across HR, Legal, and business teams

Nice To Haves

  • MBA, advanced degree, or relevant professional certification such as SHRM-SCP, SPHR, CCEP, CHRL, or CHRP
  • Experience working in a mid-to-large organization, ideally with 5,000+ employees
  • Experience in telecommunications, infrastructure, technology, professional services, or another complex or regulated environment
  • Experience supporting unionized employees, including collective bargaining, contract administration, and labor relations
  • Experience supporting employees and business operations across both the United States and Canada
  • Bilingual proficiency in French and English

Responsibilities

  • Develop and maintain a comprehensive HR compliance framework across U.S. and Canadian operations.
  • Monitor evolving federal, state, provincial, and local employment requirements and translate regulatory changes into practical policies, procedures, controls, and business practices.
  • Lead HR compliance audits, risk assessments, investigations, and corrective action plans across areas such as wage and hour, equal employment opportunity, accommodations, leave, occupational health and safety, employment standards, pay transparency, and other applicable employment regulations.
  • Identify emerging areas of compliance risk and partner with business and functional leaders to develop effective mitigation strategies.
  • Serve as a key liaison with Legal, Internal Audit, external regulatory bodies, and other stakeholders on HR compliance matters.
  • Develop and oversee compliance programs related to U.S. and Canadian immigration, work authorization, visa sponsorship, and cross-border employee mobility.
  • Support and deliver education on relevant compliance topics, including privacy, anti-bribery, anti-corruption, antitrust, and conflicts of interest.
  • Lead the development, review, and implementation of HR policies, procedures, and employee handbooks for U.S. and Canadian operations.
  • Partner with Legal, Total Rewards, HR Business Partners, and Employee Relations to promote consistent, compliant, and practical people policies.
  • Provide expert guidance to HR and business leaders on policy interpretation, employment practices, and complex compliance matters.
  • Establish effective governance and documentation practices that support compliance, consistency, and organizational accountability.
  • Lead the Canadian labor relations strategy, including collective bargaining negotiations, contract administration, grievance resolution, and ongoing partnership with union representatives and internal stakeholders.
  • Serve as a key HR compliance and labor relations resource for Canadian operations, balancing enterprise consistency with provincial requirements and local considerations.
  • Monitor legislative and labor relations developments across Canada and assess their potential impact on employees, policies, and business operations.
  • Partner across HR, Legal, Finance, Commercial, Technology, and other business functions to identify risk, strengthen compliance, and align policies with business objectives.
  • Oversee or advise on complex investigations involving compliance concerns, employee relations, workplace conflict, and disciplinary matters with discretion, consistency, and sound judgment.
  • Influence and advise senior leaders on complex employment, compliance, and risk considerations.
  • Coach and mentor HR, Employee Relations, and compliance team members, helping build organizational capability and a high-performing, inclusive culture.
  • Champion continuous improvement and digital transformation by leveraging systems, technology, and data to strengthen compliance processes and decision-making.
  • Maintain accurate compliance records and provide meaningful reporting and insights to senior leadership and, where required, regulatory bodies.
