About The Position

The Director of Compliance & Accountability serves as the Indianapolis Housing Agency's independent leader for organizational compliance, accountability, risk management, internal controls, and performance monitoring. Reporting directly to the Chief Executive Officer, this position is responsible for developing and maintaining an agency-wide framework that ensures compliance with federal, state, and local regulations, while fostering a culture of accountability, transparency, continuous improvement, and operational excellence. The Director of Compliance & Accountability works across all departments to assess risk, monitor performance, identify compliance deficiencies, recommend corrective actions, and ensure sustained adherence to policies, procedures, regulatory requirements, and organizational standards.

Requirements

  • Comprehensive knowledge of HUD regulations, Fair Housing laws, and housing compliance standards across multiple program types.
  • Demonstrated ability to interpret complex regulatory requirements and translate them into clear, actionable operational guidance.
  • Strong analytical, organizational, and problem-solving skills with high attention to detail.
  • Knowledge of internal controls, risk management, auditing principles, and accountability systems.
  • Ability to independently evaluate complex operational processes and identify risks.
  • Exceptional written and verbal communication skills; ability to present compliance matters clearly to varied audiences.
  • Proficiency in housing management software (e.g., Yardi, Elite, Emphasys) and Microsoft Office Suite.
  • High level of integrity, ethical judgment, and professional discretion.
  • Proven ability to lead change, build compliance culture, and manage through complexity — especially within a transforming or recovering organization.
  • Ability to manage multiple priorities and meet deadlines.
  • Bachelor's degree in Public Administration, Business Administration, Law, Urban Planning, Finance, or a related field required.
  • Minimum of seven (7) years of progressively responsible experience in housing compliance, affordable housing program administration, regulatory oversight, or a closely related field.
  • Minimum of three (3) years in a supervisory or management capacity, overseeing compliance functions and staff.
  • Direct experience with HUD programs, including Public Housing and Housing Choice Voucher programs, required.
  • Must possess a valid driver's license and the ability to be insured under IHA’s automobile insurance plan at the standard rate.

Nice To Haves

  • Master's degree is strongly preferred.
  • Experience with LIHTC, HOME, and CDBG programs strongly preferred.
  • Experience working within or alongside a public housing authority or HUD-monitored environment is highly valued.

Responsibilities

  • Lead the development and ongoing management of IHA's agency-wide compliance and accountability framework, aligned with HUD requirements and the agency's strategic direction.
  • Serve as a key advisor to the CEO, and senior leadership on compliance risks, regulatory changes, and accountability strategies.
  • Represent IHA in regulatory reviews, HUD interactions, external audits, and oversight proceedings.
  • Drive the integration of compliance principles into operational planning, program design, and staff culture.
  • Ensure agency-wide compliance with HUD regulations including Public Housing, Housing Choice Voucher (HCV/Section 8), LIHTC, HOME, CDBG, and all other applicable federal and state housing programs.
  • Interpret and apply Federal Register notices, PIH notices, IHCDA requirements.
  • Direct the development, implementation, review, and updating of IHA's administrative plans, Admissions and Continued Occupancy Policies (ACOP), Tenant Selection Plans (TSP), and internal operating procedures.
  • Conduct risk assessments across departments and programs; recommend and implement corrective controls as needed.
  • Perform routine and targeted reviews of files, transactions, contracts, procurement activities, financial controls, occupancy functions, eligibility determinations, inspections, and other operational processes to present findings to CEO and senior leadership as necessary.
  • Identify compliance deficiencies and lead corrective action planning, ensuring timely and complete resolution.
  • Establish and maintain systems for tracking, documenting, and resolving compliance findings across all IHA programs and properties.
  • Ensure accountability measures are applied consistently and equitably across departments.
  • Prepare and present compliance reports for the CEO, Board of Commissioners, HUD, and other stakeholders as requested.
  • Maintain comprehensive documentation for all audits, reviews, inspections, and corrective actions.
  • Submit required annual and periodic reports to IHCDA, investors, and other regulatory bodies as assigned.
  • Oversee annual HOME recertification data submissions and LIHTC Annual Owner Certification filings where applicable.
  • Coordinate agency responses to HUD reviews, audits, monitoring visits, REAC inspections, and regulatory inquiries.
  • Promote organizational awareness of compliance responsibilities.
  • Develop and lead compliance training programs for Asset Management, HCV, Property Management, and administrative staff.
  • Foster a culture of accountability, ethical conduct, and regulatory responsibility throughout the agency.
  • Remain current on changes in affordable housing law and regulations; disseminate updates to relevant departments.
