The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The centers provide campus-based direct services and supports at 13 centers located throughout the state. The Volunteer Coordinator IV, Director of Community Relations and Volunteer Services, performs advanced (senior-level) volunteer services work under the direction and general supervision of the Director of the State Supported Living Center (SSLC). Work involves planning, organizing, directing, publicizing, and overseeing a volunteer services program; working with local, state, and national groups involved in volunteer services; and providing technical assistance to encourage the growth and development of volunteer services. This position will supervise the work of volunteers and assigned staff. Performs advanced management and support activities for the effective administration of the Community Relations Department, Volunteer Services Council, and Family Association.

Requirements

  • Knowledge of community resources, organization and administration, general principles of public relations and community engagement strategies.
  • Knowledge of multiple nonprofit fundraising strategies.
  • Knowledge of volunteer tracking databases.
  • Ability to plan, promote and implement community service programs that support the facility.
  • Ability to speak and write effectively, for newspaper, radio and/or television.
  • Ability to work effectively with professional and non-professional staff within the facility.
  • Ability to work effectively with community leaders and organizations.
  • Ability to work effectively with minimal supervision and make varied decisions within broad parameters.
  • Ability to work with facility mission and service/workplace values.
  • Advanced computer skills.
  • Skill in working with the general public and establishing/maintaining effective relationships with community leadership and local organizations.
  • Skill in planning, organizing, and promoting volunteer programs.
  • Graduation from high school or equivalent is required.
  • A minimum of one (1) year experience as a volunteer coordinator or community service liaison within an organization is required.
  • Experience in the areas of fundraising, corporate development, special events planning and/or public information is required.
  • Must possess valid Texas driver’s license or obtain it no later than 90 days after hire date. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure.
  • Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS List of Excluded Individuals/Entities (LEIE).
  • Males between the ages of 18 – 25 must be registered with the Selective Service.
  • All State Supported Living Center Employees are subject to Random Drug Testing.
  • All applicants must be at least 18 years of age to be considered for employment at a state-operated facility.

Nice To Haves

  • Graduation from accredited four-year college or university with a degree in public relations, communications, journalism, or English preferred.
  • Work or volunteer experience with a non-profit with emphasis on volunteer management is preferred.
  • Experience writing recruitment plans, federal grants, or handling funds is preferred.

Responsibilities

  • Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Serves in an on-call rotation, as assigned.
  • Interprets the facility program philosophy, purpose, plans, and programs to area communities through personal speaking engagements, media, and other special events.
  • Plans, organizes, supervises, directs, and publicizes the SSLC's total community relations area to include the following: Researching and securing resources from outside sources and stakeholders. Prepares policies/procedures. Prepares educational and training materials. Prepares and monitors budget for community relations department. Prepares monthly and annual reports utilizing existing expenditure logs, data from human resources dashboard, human capital that worked various functions, and donation logs for various metrics established by state-office and the Center.
  • Organizes and maintains specific programs of recruitment, selection, orientation, assignment, assessment and recognition for volunteers. Works with facility staff providing technical assistance and matching the needs of the individuals reading at the SSLCs with volunteers' skills.
  • Provides support to the Volunteer Services Council and Family Association as a non-voting member providing assistance when and where required. Provides oversight and management of Volunteer Services Council and Family Association fundraisers by ensuring the events and council adhere to State of Texas and Legislative policies and procedures.
  • Provides media support to the center for public service announcements, new stories, press releases for the recruitment of volunteers, employees, marketing projects, and fundraisers. Develops and oversees Community Relations and associated policies, publications and other related information following establishing guidelines. Serves as part of the Incident Command System as the Public Information Officer.
  • Solicits and ensures that contributions and donations are properly documented and acknowledged providing proper management and tracking of monetary and in-kind donations via creation of databases and logs, ensuring that there are no conflict of interest and monies are spent judiciously for the good of the patients.
  • Performs special assignments as requested by the Director. Provides supervision over volunteers and staff while formulating plans and during events.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
