About The Position

QQ is seeking a Director of Communications to lead its communications sector. This role will be primarily responsible for ensuring the delivery of exceptional products and services, while driving measurable business growth. This is a senior, hands-on leadership role responsible for strengthening QQ’s market position, converting the firm’s research, monitoring, evaluation, learning, training, and technical expertise into compelling communications offerings, and helping generate qualified leads, expanded scopes, partnerships, proposals, and revenue. The Director will shape strategy and messaging, lead communications business development, oversee communications-related work, and establish the systems and metrics needed to demonstrate a communications procurement pipeline that leads to increased revenue.

Requirements

  • 7+ years of progressive experience in strategic communications, marketing communications, content, brand, public relations, business development communications, or agency/consulting communications, including experience leading strategy and execution.
  • Strong project management skills and comfort managing competing priorities, deadlines, budgets, and cross-functional dependencies in a fast-moving environment.
  • Familiarity with public-sector and foundation procurement environments and the role communications can play in competitive proposals and teaming relationships.
  • Exceptional writing, editing, interviewing, message development, and storytelling skills, with the ability to translate complex research, data, policy, technical concepts, and program results into clear, compelling narratives for different audiences.
  • Experience developing market positioning, buyer/audience segmentation, value propositions, campaigns, content strategies, and multi-channel communications plans.
  • Experience developing proposals, pitch materials, capability statements, case studies, scopes of work, and other business development materials.
  • Working knowledge of CRM and pipeline-management practices.
  • Ability to interpret communications and marketing analytics and translate findings into decisions about targeting, content, channels, and investment.
  • Strong stakeholder and client management skills, including comfort working with executives, technical experts, project managers, clients, partners, and vendors.

Responsibilities

  • Lead QQ’s market positioning, communications strategy, editorial standards, and channel priorities across all audiences.
  • Build an annual communications growth plan aligned with company revenue goals, target sectors, priority accounts, business development pursuits, and existing client expansion opportunities.
  • Identify key audiences, understand their needs, and create clear, consistent messages that explain QQ’s value and encourage action.
  • Position QQ distinctly at the intersection of research, monitoring, evaluation, data analysis, insights, strategic planning, and communications rather than as a general purpose communications/marketing agency.
  • Partner with executive leadership and business development to identify market opportunities and determine where communications can create demand, differentiate QQ, and increase contract value.
  • Responsible for the communications contribution toward company growth by developing and executing campaigns and outreach that generate qualified conversations with prospective clients and partners.
  • Partner with leadership and business development on account targeting, proposal strategy, pitch development, coordinate outreach, and follow-up communications.
  • Create and maintain high-quality business development assets, including capability statements, pitch decks, one-pagers, case studies, sector briefs, sample work libraries, web content, and executive talking points.
  • Identify and pursue cross-sell and upsell opportunities within active and recently completed contracts, especially opportunities to extend research and evaluation work into data storytelling, impact communications, dissemination, stakeholder engagement, reports, infographics, digital content, and campaigns.
  • Help package QQ communications capabilities into clearly defined, marketable service offerings with scopes, deliverables, pricing logic, and target clients.
  • Support discovery conversations and proposal development by translating client needs into persuasive scopes of work, deliverables, schedules, assumptions, level-of-effort estimates, and value propositions.
  • Develop strategic relationships with agencies, consulting firms, government contractors, nonprofits, universities, foundations, and other potential clients or teaming partners that may purchase or subcontract communications related services.
  • Establish and maintain a strong functioning customer relationship management (CRM) process and opportunity tracking system, including lead source, actions, estimated value, probability, close date, communications contribution, and reasons won/lost.
  • Convert QQ’s technical expertise and completed work into market-facing thought leadership such as case studies, research insights, sector briefs, webinars, articles, data visualizations, presentations, short-form video, and social content.
  • Develop targeted campaigns that demonstrate what QQ knows, the problems it can solve, and the outcomes it can help clients achieve.
  • Work with technical staff to responsibly translate complex or sensitive research findings into clear, accurate, audience-appropriate communications.
  • Coordinate with the Creative Director to ensure client kickoffs are effectively led and creative briefs; translate objectives into audience strategies, messages, content plans, channel plans, deliverables, and measurement frameworks.
  • Coordinate with the Creative Director to provide editorial and creative direction across client-facing reports, presentations, digital content, campaigns, infographics, executive communications, web content, social media, email, and multimedia.
  • Coordinate with the Creative Director to integrate communications planning into research, monitoring, evaluation, and learning engagements so findings are not only delivered but understood, used, and disseminated.
  • Coordinate with internal staff, freelancers, agencies, photographers, videographers, designers, and other creative partners as needed.
  • Oversee and, when needed, personally produce polished communications deliverables, including newsletters, social posts, web/landing pages, email sequences, one-pagers, case studies, executive messaging, proposal content, reports, presentations, infographics, and advertising copy.
  • Coordinate with the Creative Director to establish strong quality-control processes for accuracy, claims, citations, data presentation, brand/style compliance, accessibility, confidentiality, and final production checks.
  • Develop, manage, review, and approve project workflows/workplans, version control, calendars, budgets, and deadlines; escalate risks early and proactively.
  • Establish a practical communications measurement framework that connects activity to business outcomes, including reach, engagement, conversion, qualified leads, meetings, opportunities, proposals, pipeline, contract expansion, and revenue.
  • Track lead sources and campaign performance so QQ can identify which messages, channels, offerings, and partnerships produce the strongest business development returns.
  • Report performance metrics to leadership, tracking pipeline, revenue impact, client expansion, and campaign ROI to drive recommended actions.
