Metropolitan Family Services (MFS) is seeking a Director of Certified Community Behavioral Health Clinic (CCBHC Director) for their Merrionette Park Office. Requirements

  • Master’s degree in Social Work, Counseling, Psychology, or a related healthcare field from an accredited university, required.
  • Active, unrestricted clinical license in the State of Illinois (LCSW, LCPC, or LMFT).
  • Must meet criteria for a Licensed Practitioner of the Healing Arts (LPHA), required.
  • 8+ years in behavioral health, with specific expertise in Serious Mental Illness (SMI) and Substance Use Disorders (SUD), required.
  • Deep familiarity with the Illinois Medicaid landscape, Rule 132, and Trauma-Informed Care principles, required.
  • IM+CANS certified (or ability to obtain within 30 days of hire), required.
  • Demonstrated experience applying ASAM criteria, required.
  • Satisfactorily pass all relevant screening and criminal background checks.
  • Driving for work required with transportation of clients preferred in a personally owned vehicle.

Nice To Haves

  • Direct experience with CCBHC/PPS transitions and team-based care (ACT/CST) is strongly, preferred.
  • 8+ years in a clinical leadership or program management role, preferably in an urban community health setting, preferred.
  • CADC certification, preferred.
  • Bilingual (Spanish/English) fluency, preferred.

Responsibilities

  • Oversee day-to-day CCBHC operations, including outpatient mental health, substance use disorders (SUD), psychiatric rehabilitation, and 24/7 crisis response/mobile crisis services.
  • Serve as the final clinical authority on high-acuity and risk-laden cases.
  • Facilitate weekly Clinical Case Reviews to resolve treatment barriers for clients with co-occurring disorders or complex social determinants of health (SDOH).
  • Partner with the agency Medical Director and MFS leadership to align primary care screening, Medication Assisted Recovery (MAR), and psychiatric prescribing with CCBHC benchmarks.
  • Direct the selection and implementation of EBPs (e.g., DBT, CBT, MI, and ACT).
  • Establish formal fidelity monitoring protocols, including chart audits to ensure model integrity.
  • Provide clinical consultation and clinical support.
  • Lead the implementation and scaling of the CCBHC model, ensuring seamless integration of mental health, SUD, and primary care screenings.
  • Ensure all services strictly comply with Illinois Administrative Code Title 59, Part 132 (Rule 132), Medicaid/SUPR requirements, SAMHSA certification criteria and other accreditation requirements.
  • In collaboration with the Finance Department, develop and monitor CCBHC budgets, Prospective Payment System (PPS) revenue, and grant funding.
  • Ensure clinical data integrity supports accurate PPS billing and cost reporting.
  • Conduct regular utilization reviews and internal audits to ensure data accuracy and timeliness for HFS and SAMHSA reporting.
  • Provide clinical and administrative supervision to team leaders and CCBHC clinical leadership.
  • Conduct performance reviews based on productivity, documentation timeliness, and EBP adherence.
  • In coordination with the Agency Training Manager, design and facilitate a comprehensive curriculum focusing on Trauma-Informed Care, EBPs, and CCBHC clinical workflows.
  • Ensure all staff maintain state licensure and adhere to the highest standards of ethical practice.
  • In partnership with IS and CQI, design frameworks for tracking quality measures (e.g., PHQ-9, GAD-7) and federal metrics such as hospital readmission rates.
  • Analyze data trends to evaluate intervention effectiveness and implement service improvements.
  • Collaborate with IS, Billing, and Revenue Cycle Management to ensure the Electronic Health Record (EHR) and technology platforms support effective clinical operations and billing.
  • Serve as the primary liaison to the Illinois Department of Healthcare and Family Services (HFS) and the Illinois Chief Behavioral Health Officer in collaboration with supervisor and MFS leadership in regard to CCBHC.
  • Actively participate in the Statewide CCBHC Learning Collaborative and maintain communication with other Illinois CCBHC sites to share best practices and troubleshoot PPS rate development.
  • Manage formal relationships with Care Coordination partners, including FQHCs, hospitals, and the criminal justice system.
  • Represent the organization in state-led forums and coordinate with the National Council for Wellbeing to participate in the federal Medicaid Demonstration program.
  • Champion a spirit of collaborative and open communication across all Agency departments and program operations to bridge multiple sites, ensure program alignment, program efficiencies, and cross continuum of program services.
