About The Position

This position is responsible for planning, directing, and coordinating the care and maintenance of all municipal facilities, including buildings, grounds, parking facilities, and related equipment. The role involves overseeing the total care and maintenance of municipal property, equipment, and operating systems. It also includes preparing and presenting budgets, directing capital planning programs, managing custodial, maintenance, and equipment expenses, and acting as a project manager for capital projects. The Director centralizes purchasing and contracting, supervises grant applications, coordinates energy efficiency programs, and ensures compliance with various laws and codes. The position also involves initiating facility needs analyses, coordinating with department heads and school administrators on maintenance, and serving on various commissions and committees. The Director supervises custodial and maintenance personnel, collaborates with the CAPA Department, and performs similar related work as required.

Requirements

  • Bachelor’s degree in public administration, construction management, engineering, plant management or a related field.
  • At least five to seven years’ experience, including supervisory experience, budget planning and project cost estimating experience, in a public administration, construction management or facilities management position.
  • Any equivalent combination of education and experience.
  • Knowledge of public administration, facilities management.
  • Knowledge of federal and state laws regarding safety codes for public schools, including state building codes, fire codes, the Asbestos Hazard Emergency Response Act (AHERA) requirements for asbestos abatement, and Right to Know Law.
  • Knowledge of general bidding laws of Massachusetts for procurement, compiling bid documents, design and construction work, including supervision of contractors and architects.
  • Ability to direct and supervise the work of others.
  • Ability to work effectively with outside contractors, other City departments, school administrators.
  • Interpersonal skills.
  • Computer skills, including skill with Microsoft Access and CAD.

  • Construction supervisor’s license and/or certification in facilities management preferred.

Responsibilities

  • Oversees total care and maintenance of all municipal property, including schools, libraries, fields and grounds.
  • Oversees the care and maintenance of all equipment relating to municipal property, including vehicles, tools, lawnmowers, etc.
  • Oversees the care and maintenance of all operating systems (e.g., plumbing, wiring, heating, cooling) related to municipal buildings and grounds.
  • Prepares Central Services and Parking budgets annually and presents budgets to City Council; monitors and coordinates spending of budget for Northampton schools.
  • Directs and coordinates all capital planning programs relating to municipal buildings and grounds; annually develops and presents to Capital Planning Committee a five year capital planning program.
  • Directs all long-range planning for specific renovations and/or additions to buildings and grounds.
  • Directs budget planning and fiscal management for all custodial, maintenance and equipment expenses, including vehicle and equipment servicing, repair, and purchase.
  • Acts as Project Manager or coordinates work of Project Manager on all qualified capital projects.
  • Monitors and centralizes purchasing and service contracting for all municipal buildings and grounds; serves as procurement officer for the Department.
  • Consolidates accounts for city-wide utility purchases and energy conservation programming.
  • Initiates and supervises grant applications for School Building Authority, energy conservation, asbestos abatement, and other similar grant monies.
  • Coordinates development and implementation of energy efficiency and renewable energy programs and projects with City’s energy officer.
  • Coordinates City and school compliance with local, state and federal laws, regulations and policies regarding asbestos abatement, toxic waste storage and removal, bidding laws, and all fire, safety and building codes.
  • Initiates space and long-term facility needs analyses for individual buildings and for the City as a whole.
  • Coordinates with Department heads and school administrators in planning and providing regular custodial and maintenance work.
  • Establishes priorities for maintenance work.
  • Establishes and implements coordinated preventative maintenance program for all buildings, grounds, and equipment.
  • Serves on Energy and Sustainability Commission, the Transportation and Parking Commission, and various building committees.
  • Supervises, through subordinates, all custodial and maintenance personnel.
  • Coordinates all hiring efforts with appropriate hiring authority and makes final hiring decision.
  • Collaborates with the Climate Action & Project Administration (CAPA) Department on all city projects.
  • Performs similar or related work as required.
