About The Position

The Director of Capital Delivery (DCD) will support the vision of the Chief of Capital Delivery through the management of assigned responsibilities and initiatives. The DCD may represent the Chief of CD in discrete situations and as specifically delegated by the Chief of Capital Delivery. This work will require close coordination with the Capital Delivery Deputy Chiefs and their Director level staff as well as with the Director of Administration for Capital Delivery and other management level staff within the Engineering and Capital Division (ECD). This work will also require close coordination with the managerial staff in various MBTA operating departments. The Director of Capital Delivery is an organized problem solver with superlative communication, time-management and people skills. The Director must be adept at solving CD Group management issues, supporting CD Group projects and equally adept at obtaining internal and external stakeholder acceptance of CD initiatives and issue resolutions.

Requirements

  • Bachelor’s degree from an accredited institution.
  • Minimum of seven (7) years of experience in responsible charge of design, construction, planning, analysis or business operations for a transportation, technical or manufacturing organization.
  • Five (5) years of managerial, supervisory, or leadership experience
  • Effective organizational, analytical, confidentiality, multi-tasking, and time management skills
  • Strong leadership qualities, including communicating with employees, vendors, contractors, designers, elected officials, community leaders, and state and federal officials.
  • Proven ability to effectively respond to media inquiries.
  • Solid presentation and conflict resolution skills.
  • Proven track record of collaboration, transparency, and effective communication.
  • Superior communication skills.
  • Demonstrated ability to work horizontally and vertically across organizational boundaries to assist project managers in the resolution of variances in cost and schedule.
  • Must possess a valid driver’s license according to MBTA policy.
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
  • An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
  • A master’s degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Nice To Haves

  • Master’s degree in engineering, Architecture, Construction Management, Planning or Business Administration from an accredited institution.
  • Ten (10) or more years of experience in responsible charge of design, construction, planning, analysis or business operations for a transportation, technical or manufacturing organization.
  • Licensed registered professional engineer or architect in the Commonwealth of Massachusetts
  • Experience working for a public agency similar to the MBTA.

Responsibilities

  • Reports directly to the Chief for Capital Delivery and serves as a member of the Chief’s management team.
  • Oversee special projects and initiatives as assigned by the Chief of CD.
  • Oversees the development and maintenance of Manuals and other documents that govern the practice of project delivery for the Capital Delivery Group.
  • Working with the Director of Administration, overseeing the setting of, collection of and reporting on CD Group performance metrics.
  • Assisting CD Group management staff with HR related activities including performance improvement programs.
  • Working in collaboration with CD Deputy chiefs and other CD staff, oversees and assists in the coordination of internal and 3rd party resources to support CD projects. This includes prioritization of CD projects when necessary to facilitate decisions on constrained resources.
  • Working in collaboration with the CD Deputy chiefs and other CD staff to assist in the coordination of ROW access and operations resources to support CD projects. This includes prioritization of CD projects when necessary to facilitate decisions on constrained ROW access availability.
  • Takes on “acting” assignments for CD Group Directors on extended leaves or for vacated positions and will supervise the team in the interim.
  • Directly supervises a staff of up to 6 management and administrative level staff that are affiliated in a union. This could include; the Manager of ROW Access and Resource Coordination, Manager of CD Data and Reporting, project coordinator(s)
  • Directly supervises project delivery staff while on temporary leave or position is vacant.
  • Indirectly supervise select staff assigned to CD Group initiatives.
  • Prepares reports for and delivers presentations to MassDOT, the MBTA Board of Directors, elected officials, regulatory bodies, community groups, and the media on Transit projects including addressing issues of a potentially sensitive nature.
  • Upholds the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Drive a company or personal vehicle to visit work sites and/or attend off-site meetings.
