About The Position

The Director of Business Services serves as a key member of the Superintendent’s leadership team and works closely with the School Committee to ensure long-term financial sustainability, strong operational systems, and responsible stewardship of public resources. This role is responsible for shaping the financial future of the Bridgewater-Raynham Regional School District. The core responsibilities include the preparation, planning, execution, and monitoring of the annual operating, special revenue funds, and capital budgets, ensuring alignment with district priorities. The Director will conduct financial analysis and strategic planning to support long-term district objectives, maintain an accurate budget database, oversee all procurement and purchasing activities, and ensure compliance with Massachusetts general laws. As the principal financial advisor to the School Committee and Superintendent, this individual will provide reports and insights to guide decision-making. Collaboration with town officials, including the Town Administrator/Manager and Finance Director/Town Accountant, is essential for seamless coordination between town and school operations.

Requirements

  • Licensed or eligible for licensure as a School Business Administrator by the Massachusetts Department of Elementary and Secondary Education.
  • Master’s degree preferred, from an accredited college or university, in Educational Administration, Business Administration, Public Administration, Accounting, Finance, or other related field.
  • Experience as a Regional School District Business Manager or Municipal Finance Director.
  • Minimum of five (5) years of supervisory experience with demonstrated leadership in school or municipal financial management.
  • Massachusetts Certified Public Purchasing official (MCPPO).
  • Such alternatives to the above qualifications as the Superintendent may find appropriate and in conformity with state certification requirements.

Responsibilities

  • Prepares the annual budgets for the Superintendent and reports to key constituents, considering long-term fiscal planning, projected receipts, and budgetary controls.
  • Communicates with the School Committee, Leadership Teams, and other key stakeholders throughout the budget process.
  • Fulfills requests for financial information from the general public.
  • Establishes the budget process and related timelines to ensure compliance with the regional agreement and district policies.
  • Creates and maintains systems to manage the approved budget, including the general fund, grants, revolving accounts, long-range capital programs, reporting, short-term management, and auditing procedures.
  • Maintains adequate budgetary controls to ensure funds are spent as approved by the School Committee, and that adequate control and accounting procedures are maintained.
  • Prepares appropriate financial reporting information monthly, or upon request, to the School Committee and Superintendent to assist in decision-making, including collective bargaining.
  • Assists building and district leadership with budgeting and reporting.
  • Serves as the Chief Procurement Officer for the District.
  • Reviews the purchasing process to ensure accuracy, timeliness, and efficiency.
  • Writes/develops district invitations to bid (ITBs) and Request for Proposals (RFPs).
  • Defines, negotiates, interprets, and enforces contract documents and maintains vendor relations.
  • Provides ongoing capital planning support for various district departments.
  • Coordinates with transportation and food service programs to ensure efficiency and compliance with regulations.
  • Supervises the procurement and management of supply contracts with leadership staff.
  • Oversees the approval process for all purchase orders.
  • Establishes accounting procedures to conform to district policies, state and federal requirements, and GAAP.
  • Works closely with independent auditors and coordinates the annual audit.
  • Coordinates the preparation of all required state-mandated financial reports and ensures timely submission.
  • Oversees Business Office personnel and their work, tuition and grant management, accounts payable, and payroll.
  • Acts as an advisor to the Superintendent and School Committee on all business and/or financial issues.
  • Recommends appropriate School Committee policies in the areas of assigned responsibility.
  • Provides guidance to administrators regarding fiscal management, budget controls, personnel management, purchasing, etc.
  • Regularly confers with the District Treasurer regarding the District’s fiscal operations.
  • Hires, supervises, and evaluates all business office employees.
  • Participates in collective bargaining and prepares cost analysis and impact reports on proposals during negotiations.
  • Works with community finance committees and other town business officials on budget and other financial issues.
  • Performs any other duties as assigned by the Superintendent and/or Assistant Superintendent.
